About PNG-Australia Strongim Wok Long TVET (SWLT)
The Papua New Guinea (PNG)–Australia Strongim Wok Long Technical and Vocational Education and Training (SWLT) program is a new Australian Government investment that will be working in partnership with PNG to strengthen its technical and vocational education and training (TVET) sector. Aligned with PNG’s national priority to build an educated and skilled workforce for resilient economic growth, SWLT aims to enhance the quality, relevance, and inclusiveness of skills development. The program will work closely with TVET stakeholders and select technical colleges to grow the number of skilled individuals with industry relevant skills.
This Opportunity
As Grants Lead you will be responsible for establishing and managing a diverse program of grants through a range of modalities that will support TVET stakeholders to deliver demand-driven and inclusive TVET initiatives.
This will include:

Working with national TVET stakeholders to develop small and large grant streams

Drafting and implementing a Grants Management Framework

Ensuring compliance with DFAT and Palladium policies, guidelines and systems

Preparing grant agreements and overseeing financial management, compliance and performance
-
Developing tailored capacity-building systems for grantees
-
Supporting public diplomacy, MEL and internal process improvements and program adaptation

Contributing to gender equality, disability and social inclusion objectives and safeguarding activities
Please note: This role is being advertised early in the program’s inception phase. Some aspects of the role may be revised before or shortly after commencement. Any changes will be discussed and agreed upon between Palladium and the successful candidate.
- Fixed term contract up to 31 December 2027 (with possible 2 year extension)
- Based in Port Moresby, Papua New Guinea

About you
You will have experience:
-
Working with donor funded partnership agreements and grants schemes, particularly in leadership and systems development

Drafting and managing grant agreements, and management and experience in financial management, compliance systems and fraud control, acquittals and audits

Using grants management systems, such as SmartyGrants
-
Demonstrated experience of key Australian Government aid delivery policies (including the Commonwealth Procurement Rules, Grant Rules and Guidelines and DFAT’s Safeguarding policies)

Participation and positive engagement in diverse teams, supporting a results-driven culture of learning and inclusion
