Provincial Immunisation Coordinator - Accelerated Immunisaton Health System Strengthening (AIHSS) Project

Position Description

ROLE PURPOSE

Through Accelerated Immunisation Health System Strengthening (AIHSS), SCiPNG aims to increase routine immunisation coverage in the Autonomous Region of Bougainville, East Sepik, and Jiwaka Provinces – and therefore decrease the number of children that do not receive vaccines.

This role will lead and drive activity implementation for the successful delivery of approved grant deliverables in partnership with the East Sepik Provincial Health Authority to increase immunisation coverage, with a particular focus on zero-dose children in hard-to-reach areas. The role will work in partnership with East Sepik Provincial Health Authority so that its public financial management, planning capabilities, and practices are strengthened and support routine immunisation. The role will be responsible for ensuring implementation is on track, funds are expended in accordance with the allocated budget allowances, performance (quantitative and qualitative) targets are met, and the interests of the Donor and key stakeholders in the project are met.

This role reports to the Program Manager, Accelerated Immunisation Health System Strengthening, and works closely with the Pacific Regional Health and Nutrition Technical Advisor and other key departments including but not limited to Finance, Supply Chain, People and Culture and Safety and Security as well as SCiPNG’s provincial field teams. The below responsibilities are not exhaustive; other tasks may be required according to changing operational and contextual needs.

KEY RESPONSIBILITIES

Project Management

  • Contribute to project planning, implementation and reporting, ensuring milestones are completed on time and to expected high quality.
  • Develop detailed implementation plans with accompanying budgets and MEAL targets as guided by the Program Manager.
  • Work collaboratively with partners to plan, implement, revise and report on project activities.
  • In collaboration with the Program Manager, ensure monitoring and reporting systems are implemented so that progress against project implementation and targets is monitored, documented, and reported.
  • Adhere to SCiPNG’s MEAL systems, including data management and reporting systems, accountability and feedback systems, and regular review and reflection processes.
  • Document project progress, case studies, challenges, and learnings for inclusion in donor reports and to inform future implementation of similar projects.
  • Work closely with the Supply Chain/Procurement team to ensure all procurement requests related to the project activities are conducted in accordance with procedures and in a timely manner.
  • Represent the project with internal/external stakeholders in absence of the Program Manager or as required.

Technical Leadership

Technical assistance and logistics support to the Provincial Health Authority (PHA) Office and Facilities to:

  • Develop, implement, monitor and review immunisation programming focused micro plans.
  • Establish and foster key partnerships with specialised Service Providers
  • Coordinate and support capacity building activities for PHA staff (including clinical and operational), Village Health Volunteers (VHVs) and Partners to strengthen operations and practices in the areas of GEDSI approaches, Safeguarding, Child Protection, and Public Financial Management.
  • Participate in joint supervision visits to monitor operational practices and surveillance systems of PHA staff and VHVs.
  • Coordinate with the various business areas within the PHA to 1) strengthen the alignment and integration of their cold chain and clinical operations, 2) meet Donor financial and narrative reporting requirements
  • Co-facilitate joint partner review meetings to monitor and inform strategies that result in increase and maintain a Provincial immunisation coverage rate above 20 percent.

  • Demonstrate the highest standards of behaviour towards children in both your private and professional life.

PERSON SPECIFICATION

Mandatory Qualifications and Experience

  • Minimum Bachelor’s degree in public health, nursing, or related discipline.
  • A minimum of five (5) years’ work experience – preferably in an NGO environment. At least three (3) years technical and managerial experience focused on immunization.
  • Demonstrated successful experience implementing large, complex health projects. Solid understanding of the PNG health policies and strategies.
  • Demonstrated experience working in the development and/or humanitarian sectors or working alongside government counterparts to achieve health outcomes under complex grants.
  • Demonstrated project budget and award management skills.
  • Ability to think strategically, prioritise, and meet deadlines in a complex and challenging environment; must be culturally sensitive.
  • Exhibit a strong work ethic with a high degree of flexibility with respect to working hours; ability to effectively plan and manage own time under pressure.
  • Excellent writing and verbal skills in English for reports and communications documents.
  • Proven ability to supervise, train, and coach staff.

Skills and Abilities

  • Proven ability to work in a self-directed and motivated fashion, with limited supervision.
  • Ability to work effectively in a team.
  • High level of computer proficiency with a particular focus on MS Word, MS Excel, Outlook, PowerPoint.
  • Ability to network, influence, and negotiate with a range of diverse stakeholders.
  • Willingness to travel to regional areas of PNG.

CHILD SAFEGUARDING

This position may require the post holder to have regular contact with children or access to children and young people either frequently or intensively. S/he may have access to children directly through their data or direct visits. The holder will undergo a National Police Record Check and, where required, a Working with Children Check.

In this full-time maximum term position based in Wewak, East Sepik Province, you will report to the Program Manager, Accelerated Immunisation Health System Strengthening (AIHSS) Project and work closely with the Pacific Regional Health and Nutrition Technical Advisor and other key departments, such as Finance, Supply Chain, People and Culture and Safety and Security as well as Save the Children PNG’s Provincial field teams.

You will make an impact by:
