Accounts Officer – Procurement, Inventory & Asset
The Organisation:
Pacific Adventist University (PAU) is owned and operated by the South Pacific Division of the Seventh-day Adventist Church. The institution is accredited by the Adventist Accreditation Association, an international denominational authority for all tertiary and graduate educational programs and institutions owned by the Seventh-day Adventist Church entities. The main campus is located on the pristine Koiari Park, 14 miles outside Port Moresby, the capital of Papua New Guinea. The institution was established in 1984. Since then, it has grown from a college of 20 students to a university of over 1000 students from across the Pacific.
The Role:
The Accounts Officer – Procurement, Inventory & Asset position is accountable for recording the cost of newly acquired fixed assets (both tangible and intangible), tracking existing fixed assets, recording depreciation, and accounting for the disposition of fixed assets.
Core Responsibilities:
- Create and monitor a system of controls, procedures, and forms to record fixed assets.
- Assign tag numbers to fixed assets.
- Maintain and update the Fixed Asset Register with acquisitions, disposals, transfers, and depreciation.
- Conduct periodic asset verification and reconciliation with physical counts.
- Ensure compliance with internal policies, relevant accounting standards (e.g., IFRS/IAS) PAU and SPD policies.
- Recommend to management whether fixed assets should be disposed of.
- Record asset-related journal entries, acquisitions and dispositions in the accounting system.
- Support month-end and year-end closing processes by providing accurate asset schedules.
- Assist in preparing audit documentation and responding to auditor queries.
- Reconcile the balance in the fixed asset subsidiary ledger to the summary-level account in the general ledger.
- Calculate depreciation for all fixed assets.
- Investigate the potential obsolescence of fixed assets.
- Monitor depreciation calculations and ensure proper allocation to departments.
- Ensure proper documentation of asset purchases.
- Verify that procurement contracts and purchase orders align with asset capitalization policies.
- Provide input on vendor selection and asset acquisition decisions to ensure cost effectiveness.
- Track procurement-to-asset lifecycle to ensure timely registration and compliance.
- Recommend to management any updates to accounting policies related to fixed assets.
- Ensure adherence to PAU/SPD policies, statutory requirements, and internal controls.
- Generate periodic reports on asset utilization, depreciation, and disposals for management review.
- Identify opportunities for process improvement in asset and procurement management.
- Other duties may be requested by the Team Leader – General Accounts & Resource Planning and Management/Finance Manager or the University Administration.
About you:
Qualifications and Skills required:
- Active relationship with Jesus Christ, characterized by a deep desire for worship and service to God.
- Diploma/bachelor’s in accounting, Finance or other similar areas. CPA qualification will be viewed favourably.
- Minimum of three years’ experience in the relative area.
- University Teaching Experience and a record of research in the respective teaching areas will be highly regarded.
- Highly developed organizational management skills, including the ability to manage multiple projects.
- Significant accounting, finance and administrative experience to supervise the Business Office operations.
- Proven ability to supervise and manage staff.
- Strong ability to liaise effectively with all clients of the Business Office, including staff, students, parents and sponsors.
- Proficient in Financial Management Systems or Accounting Software.
- Must be detail oriented.
