About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Accounts Officer executes bank reconciliation functions between bank statements and cash book registries to ensure accurate and reliable financial records for NCDC. The role involves verifying transactions, reconciling accounts, maintaining documentation, and collaborating with internal teams to ensure compliance with financial procedures. Working within the Management Accounting Branch under the guidance of the Senior Accounts Officer, the position supports timely, accurate, and auditable financial operations.

Role Purpose

The purpose of the Accounts Officer is to ensure the integrity, accuracy, and compliance of NCDC’s financial records through effective reconciliation of bank and cash book accounts. This is achieved by identifying and resolving discrepancies, maintaining proper documentation, coordinating with internal and external auditors, and supporting financial reporting. The role contributes to transparent financial management, regulatory compliance, and sound accounting practices across the organisation.

Key Responsibilities
  • Perform regular bank reconciliations between bank statements and cash book registries, ensuring all transactions are accurately recorded and discrepancies promptly investigated and resolved.
  • Maintain complete and accurate financial records, prepare reconciliation reports, and liaise with internal teams and auditors to support compliance and audit requirements.
  • Identify opportunities for process improvements, adhere to financial procedures, ensure confidentiality, and perform additional duties as directed to support the Management Accounting Branch’s operations and objectives.
Education & Qualifications
  • Minimum Grade 12 and a Diploma in Accounting, however a Bachelor’s degree in Accounting, will be more highly considered.
  • Membership with a professional accounting body desirable, but not essential.
Skills & Knowledge
  • If not already held, to acquire a knowledge of Laws including (but not limited to): Public Finance Management Act (1995), Public Money Management Regularization Act (2017), National Procurement Act (2018), Public Service (Management) Act (2014), National Capital District Commission Act (2001) and their amendments.
  • Proven knowledge of financial and accounting practises, particularly financial reconciliations to bank statements, auditing standards, laws and regulations.
  • Knowledge and use of accounting software, with a preference for AddPac
  • Knowledge and experience of filing and financial records management
  • Strong communication and interpersonal skills, honest, reliable with high levels of integrity and ethical conduct.
  • Self-driven, disciplined, organized, motivated and able to work with minimal supervision and collaboratively in a team.
  • Can meet deadlines, work under high pressure, maintain confidentiality and handle financial information with tact and discretion.
  • Meticulous in handling financial records, ensuring accuracy, and avoiding discrepancies.
  • Skilled in using accounting software, other financial tools and Microsoft Excel.
  • Ability to adapt to changes in financial regulations, technology, and organizational processes.
  • Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby.
Work Experience
  • At least 3 years of relevant experience in an accounting, reconciliation or Accounts payable role with a reputable organisation.
