About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role
Reporting to the Manager – Strategic Planning and Policy, the Administration Clerk provides essential administrative and logistical support to ensure the effective day-to-day operations of the Strategic Planning and Policy Branch.

Role Purpose
The role supports documentation, communication, scheduling, record management, and coordination across divisional initiatives, including planning cycles, policy development, monitoring and evaluation processes, and inter-departmental consultations.

Key Responsibilities
  • Provide administrative support including scheduling meetings, managing calendars, and coordinating logistics
  • Prepare correspondence, reports, meeting minutes, and briefing documents
  • Maintain accurate and organised filing systems (physical and electronic)
  • Coordinate meetings, workshops, and internal planning sessions
  • Support procurement processes including sourcing quotations and following up on payments
  • Manage office supplies and ensure smooth day-to-day office operations
  • Screen and manage incoming communications (calls, emails, correspondence)
  • Support stakeholder coordination across internal branches and external partners
  • Maintain confidentiality and uphold professional standards in all tasks
Education & Qualifications
  • Minimum: Grade 12 Certificate.
  • Preferred: Diploma in Office Administration, Business Management, or a related field
  • Class 3 driver's license is highly regarded
Skills & Knowledge
  • Strong administrative and organisational skills
  • Good written and verbal communication skills
  • Ability to manage multiple tasks and meet deadlines
  • Attention to detail and accuracy in documentation
  • Strong interpersonal skills and ability to work with stakeholders at all levels
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook)
  • Understanding of office administration and records management practices
  • Familiarity with government processes and communication protocols (desirable)
  • Basic knowledge of procurement and financial processes
  • Awareness of planning, policy, and reporting processes (desirable)
Work Experience
  • A minimum of four (4) years administrative experience supporting a senior officer or manager, preferably in a public sector or multi-stakeholder environment, is required.
  • Experience coordinating cross-functional administrative support and managing planning or policy documentation is highly desirable.
