ORGANISATIONAL RELATIONSHIP:

Coordinates with: Other Department Heads, Registrar, Vice Presidents for Academic, Finance, and Administration
JOB PURPOSE:
The Administrator, Learning Management System guides the development and implementation of short and long-range plans in conjunction with the Vice President Academic Affairs and the Faculties Deans for achieving WPU objectives to become a Virtual University while staying in alignment with the University digitalization strategic plan. Organizes initiatives for online programming and identifies trends in online learning including hybrid, distance learning, and fast track programming.
Directs the implementation of the WPU online digital learning platform and collaborates with the Vice President Academic Affairs and the Faculties Deans to ensure that students have access to the WPU core curriculum, databases and lecturers support.
DUTIES AND RESPONSIBILITIES
1. Monitors the development and implementation of all aspects of the virtual learning process.
2. Provides administrative support for the online, virtual, blended, hybrid, and distance learning programme of Faculties (for example, student discipline, parent concerns).
3. Manages and provides leadership into WPU's Learning Management System in trainings and workshops.
4. Serves as liaison to online, virtual, blended, hybrid, and distance learning students, Faculty, staff, and WPU's educational leadership.
5. Establishes and monitors communication systems for lecturers, instructors, students, and families regarding student progress and programme updates.
6. Oversees and directs allocation of resources with the assistance and oversight of the Vice President University Advancement.
7. Monitors compliance with WPU University Council, Academic Board policies, State laws as they apply to virtual learning, curriculum, and instructional materials.
8. Maintains open lines of communication with all interested parties and responds to concerns of parents, lecturers, provincial, district office administrators and community members in a timely manner.
9. Maintains an accurate database, files, attendance records, and academic progress of students in virtual academy as required by the University.
10. Maintains compliance with National policies related to virtual learning and teaching and WPU requirements.
11. Conducts ongoing needs assessments, collects and analyzes data, and uses pertinent data to refine and improve the academic programmes.
12. Plans, implements and facilitates professional development/inservices for program staff.
13. Coaches, develops schedules, and works in conjunction with the Vice President Academic Affairs and Director of Human Resources in using an evaluation checklist for lecturers and the Learning Management System (LMS).
14. Assists to recruit, hire, and support lecturers and support staff.
15. Supervises and evaluates all assigned staff.
16. Provides leadership in the development of strategic approaches for the integration of technology into the educational environments of all WPU academic programmes.
17. Involves with the planning of instructional technology resources, focusing on the pedagogical use of various instructional technologies needed for online and face-to-face course deliveries.
18. Provides a strong ability to troubleshoot computer software and technology problems.
19. Represents the online and distance learning interests of all WPU academic programmes in regional meetings.
20. Fosters collegiality and team building among full and part time online certified and classified staff.
21. Works with others in a positive, productive way.
22. All other duties as assigned by the Vice President Academic Affairs, such as teaching and facilitating learning for students.
Online Course Design and Implementation
1. Coordinates instructional design with an understanding of best practices for virtual distance learning.
2. Works closely with Curriculum, Instruction & Assessment Specialists and campus Faculty to continuously assess online, virtual, blended, hybrid, and distance learning education initiatives and outcomes.
3. Maintains a high level of credibility by keeping up with the changes in all subject areas, ensuring online students receive similar learning opportunities as students in a classroom.
4. Coordinates academic programmes – building teams and distributing updates to all.
QUALIFICATIONS AND EXPERIENCE
Qualifications
1. Minimum Master's Degree, preferably a PhD or Doctorate in an appropriate field.
Knowledge
1. In managing people.
2. ICT learning and teaching, fluent in speaking and writing English.
3. Understanding of Papua New Guinea culture or the ability to quickly understand the culture and adapt accordingly.
4. Knowledge of the academic environment and its role in society.
Skills
1. Computer literate (MS Word, Excel, email).
2. Skills working as part of a team.
3. Demonstrates leadership capacity.
4. Organisational and administrative ability.
5. Ability to liaise with key stakeholders in the community/industry to determine society's needs.

Work Experience
1. Experience as a Lecturer in a tertiary institution with five (5) years of online teaching and/or managing virtual learning environments.
Academic Publications
1. Published in professional journals within the country.
