About the Role
We are seeking an experienced HSE Officer who will interact with all stakeholders, including contractors and operations teams, and oversee health, safety, and environmental compliance across a high-volume industrial port and logistics base. The role supports daily operations and ensures all activities are conducted safely, compliantly, and in line with international Oil & Gas and maritime HSE standards.

Key Responsibilities

• Oversee daily HSE compliance across yard, quayside, warehouse, DG areas, and logistics operations
• Promote a strong safety culture, including STOP-work authority and safe work practices
• Conduct job risk assessments, hazard identification, toolbox talks, and site inductions
• Manage the Permit to Work (PTW) system and ensure all control measures are implemented
• Supervise lifting, material handling, and cargo operations in coordination with operations teams
• Carry out regular HSE inspections, audits, and equipment checks; flag and rectify non-compliance
• Manage waste segregation, documentation, and environmentally compliant disposal
• Lead HSE drills, emergency response exercises, and HSE committee meetings
• Investigate incidents and near misses, perform root cause analysis, and implement corrective actions
• Prepare HSE reports, KPIs, trackers, and provide regular updates to site leadership
• Ensure that all site HSE equipment are available as per the standards and are in good operating conditions.
• Identify HSE training needs for all base personnel and organise trainings

Requirements of the Role

• Technical qualification or Engineering degree OR minimum 5 years’ experience in an HSE Supervisory role.
• Licensed Dangerous Goods (DG) Declarant (Sea, Air, and Land)
• Certifications in First Aid, Firefighting, Waste Management, Radiation Safety, and Oil Spill Response
• Strong knowledge of Oil & Gas, maritime, logistics, and industrial HSE legislation and best practices
• Proven experience with lifting and material handling equipment (cranes, forklifts, reach stackers)
• Strong communication, leadership, and training skills; able to work under pressure and manage incidents
• Proficient user of MS officer application (Word, Excel, PowerPoint)
• Fluent in English (spoken and written). Fluent in tok pisin
