About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Senior Budget Analyst plays a critical role in supporting financial oversight by monitoring expenditure, analysing budget performance, and ensuring financial accountability across all branches under the Deputy City Manager. The role provides high-level insights into spending patterns, particularly for large-scale projects, to support effective financial management and decision-making.
Role Purpose
The purpose of this role is to track and analyse budget utilisation, identify variances and financial risks, and provide timely reporting to ensure expenditure aligns with approved budgets and funding plans. The role also supports project financial oversight and strengthens financial discipline and transparency across branches.
Key Responsibilities
- Monitor and analyse expenditure across branches, ensuring alignment with approved budgets
- Track payments, identify variances, and provide actionable financial reports and insights
- Oversee financial performance of major projects, including donor and government-funded programs
- Forecast budget risks, funding gaps, and support financial planning and reviews
- Provide advisory support to Branch Managers on budget management and expenditure control
- Support preparation of annual budgets, mid-year reviews, and financial submissions
- Ensure compliance with financial policies, systems, and reporting requirements
- Maintain accurate financial records, tracking tools, and documentation for audit readiness
Minimum:
- Bachelor’s degree in Accounting, Finance, Economics, Public Administration, Business Management, or a related field.
- Postgraduate qualification or professional certification such as CPA, CMA, or a postgraduate diploma in public financial management or economics.
- Completion of formal training in public sector budgeting, financial reporting, or financial management systems.
- A valid driver’s licence (minimum Class 3) is desirable but not essential
- Strong knowledge of budgeting, financial analysis, forecasting, and expenditure tracking
- Understanding of public sector financial management, compliance frameworks, and internal controls
- Ability to analyse financial data, identify trends, variances, and risks, and provide practical recommendations
- Experience in monitoring large-scale project budgets, including donor-funded programs and funding agreements
- Strong reporting skills with the ability to present clear financial insights to senior management
- Proficiency in financial systems, Microsoft Excel, and data management tools
- Strong stakeholder engagement and advisory skills, with the ability to support and guide non-finance managers
- High attention to detail, strong organisational skills, and ability to manage multiple priorities under pressure
- Minimum of 7 years’ experience in budgeting, financial analysis, or expenditure monitoring, with at least 3 years in a role involving cross-branch or multi-project financial oversight.
- Demonstrated experience in tracking and reporting on budget performance in a government, donor-funded, or large organisational setting.
- Experience supporting the preparation of annual budgets, mid-year reviews, and financial reports for executive decision-making.
- Experience engaging with external stakeholders such as donor agencies, national government departments, or auditors on financial matters is highly desirable.
- Familiarity with coordinating or advising on financial issues across multiple departments, including interpreting financial data for non-financial managers.
