About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Building Inspector (Class II-IX) is a technical regulatory position within the Building Authority Branch of the Regulatory Services Directorate. Based at NCDC City Hall in Waigani, the role requires a significant presence in the field to conduct physical inspections of various building types, including multi-unit residential buildings (Class II), hostels, hotels, schools, and commercial or industrial facilities (Class III-IX). The position operates under the guidance of the Senior Building Inspector and involves regular interaction with developers, contractors, and other professionals such as engineers and architects. Because the role involves enforcing compliance and identifying illegal or unsafe structures, it requires a high degree of professional integrity, firmness, and the ability to work under pressure.
Role Purpose
The primary purpose of this role is to ensure that all Class II through IX buildings within the National Capital District are constructed in strict accordance with the PNG National Building Code, Fire Safety standards, and the original plans approved by the Building Board. By monitoring construction sites, identifying non-compliant works, and verifying that buildings are structurally sound, the Building Inspector plays a critical role in protecting public safety and maintaining the architectural integrity of the city’s urban environment. This oversight ensures that both new developments and alterations meet the statutory requirements necessary for a safe and functional capital city.
Key Responsibilities
- Inspections & Investigations – performs Class II-IX building inspections and investigations to monitor and ensure they meet safety and structural laws and guidelines, and that buildings are accurately built to original plans submitted to NCDC.
- Reporting – Provide detailed reports on building inspections detailing defects and non-compliance aspects to be rectified to the Senior Building Inspector – Class II-IX for their attention and action.
- Communication – Communicate activities, inspections, timelines and reporting requirements to your supervisor in a timely matter to ensure efficient progress with building developments.
- Bachelor’s degree in Building and Construction Management or Civil Engineering from a reputable university.
- Professional membership to at least one of the professional institutes including PNG Institute of Builders, PNG Institute of Architect or PNG Institute of Engineers
- PNG Driver’s license (min. class 3)
- Knowledge of the principles of building and construction and the building development and physical planning process.
- Knowledge of CAD drawing and accurate interpretation of technical drawings.
- Knowledge of relevant legislations, regulations, Acts, and standards including, but not limited to: Building Act Chapter 301 1971 and Regulations 1994; Public Health Act and Regulations; Physical Planning Act 1989 and Regulations 2007; Land Act 1996; Environment Act 2002; National Capital District Act 2001 and Public Finance Act.
- Knowledge of PNG Construction Standards and Building Materials
- Strong communication, problem-solving and interpersonal skills displaying a sense of fairness, sensitivity, tact, discretion, and confidence.
- A drive for continuous improvement towards new effective and efficient processes.
- Strong computer and writing skills to produce quality reports.
- Ability to interpret CAD drawings and building plans.
- Ability to work with minimal supervision, meet demands and deadlines, work under high pressure, maintain confidentiality, be organized, self-disciplined, self-motivated, honest and reliable.
- Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby.
- Exposure to, and skills to oversee the assessment of development proposals for complex, prominent or sensitive projects.
- Experience in decision making and providing advice to assist others in making decisions, and to work collaboratively with professionals from various disciplines as part of a team.
- Ability to consider and balance competing issues and arrive at a pragmatic outcome.
- At least five (5) years of Industrial and or building construction experience at a Senior Level, or if not, to have held an Officer level role for at least 5 years in NCD with the necessary educational requirements, or to have sat in an equivalent Inspector level role for the last 2 years.
- At least five (5) years’ experience in using and interpreting CAD designs.
