About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Building Inspector – Investigations & Enforcement is a critical technical and regulatory role within the Building Authority Branch of the Regulatory Services Directorate. Located at NCDC City Hall in Waigani, the position involves a balance of detailed field investigations and formal report writing. The role holder acts as a "first responder" to reports of illegal, unsafe, or non-compliant construction activities across the National Capital District. Working under the guidance of the Senior Building Inspector, the position requires a professional who is firm, honest, and highly resilient, as it involves enforcing building laws and potentially recommending the condemnation or demolition of non-compliant structures.
Role Purpose
The primary purpose of this role is to safeguard the public and the integrity of the city's built environment by investigating reported breaches of the Building Act and its regulations. The Building Inspector is responsible for identifying unauthorized developments and assessing structural or fire safety risks in existing buildings. By providing evidence-based reports and findings, the role enables the Senior Building Inspector and the Building Board to take appropriate legal or remedial actions—ranging from rectification orders to the demolition of hazardous buildings—ensuring that all urban development in Port Moresby remains safe and lawful.
Key Responsibilities
- Investigations & Enforcement – under direction, performs investigations on reported noncompliant buildings to determine if/and to what extent there is building noncompliance and provides recommendations on actions to rectify defects or recommendations for building demolition and assists the Enforcement Branch with implementing Building Board decisions.
- Reporting – Provide detailed reports on non-compliant building investigations activities carried out, detailing defects and non-compliance issues requiring attention and how these can be practically rectified to the Snr Building Inspector – Investigations & Enforcement for their attention and action.
- Communication – Communicate activities, inspections, and investigations being performed to your supervisor in a timely manner to ensure efficient progress with building investigations and outcomes.
- Bachelor’s degree in Building and Construction Management or Civil Engineering or equivalent from a reputable university.
- Professional membership to at least one of the following professional institutes: PNG Institute of Builders or PNG Institute of Engineers
- Driver’s license (min. class 3)
- Knowledge of the principles of building systems and construction technologies and the building development and physical planning process
- Knowledge of relevant Legislations, Regulations, Acts, and standards including, but not limited to: Building Act Chapter 301 1971 and Regulations 1994; Physical Planning Act 1989 and Regulations 2007; National Health Act and Regulations, Land Act 1996; Environment Act 2002; National Capital District Act 2001 and Public Finance Act.
- Knowledge of PNG Construction Standards and Building Material Standards and knowledge of the processes for conducting on-site inspections
- Knowledge of building development and physical planning processes.
- Ability to perform building site assessments and interpret visual inspections with building plans to determine inconsistencies.
- Strong communication and interpersonal skills displaying a sense of fairness, sensitivity, tact, discretion, and confidence.
- A drive for continuous improvement towards new effective and efficient processes.
- Strong computer and writing skills to produce quality reports.
- Ability to interpret CAD drawings and building plans.
- Ability to work with minimal supervision, meet demands and deadlines, work under high pressure, maintain confidentiality, be organized, self-disciplined, self-motivated, honest and reliable.
- Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby
- Exposure to, and skills to oversee the assessment of development proposals for large, complex, prominent or sensitive projects.
- Experience in decision making and providing advice to assist others in making decisions, and to work collaboratively with professionals from various disciplines as part of a team.
- At least five (5) years of Industrial and or building construction or inspection experience, or to have held an NCDC Officer level role for at least 5 years with the necessary educational requirements, or to have sat in an equivalent Inspector level role for the last 2 years.
- At least five (5) years’ experience in using and interpreting CAD designs.
