About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Building Project Coordinator supports the delivery of NCDC’s building infrastructure projects through on-site supervision, inspection, and coordination of construction activities. The role ensures that all works are carried out in line with approved drawings, specifications, safety standards, and contract requirements. By working closely with contractors, consultants, and internal teams, the Supervisor helps maintain quality, compliance, and timely project delivery.

Role Purpose

The role exists to ensure that building projects are delivered safely, efficiently, and in compliance with approved designs and standards. Through site supervision, progress monitoring, and coordination, the Building Projects Supervisor supports quality assurance, timely completion, and effective management of construction activities.

Key Responsibilities
  • Conduct regular site inspections to monitor construction progress, workmanship, and compliance with approved drawings and specifications.
  • Supervise contractors and consultants to ensure adherence to contract conditions, timelines, and quality standards.
  • Identify defects, non-compliance, and safety issues, and support timely corrective actions.
  • Monitor and report on project progress, maintaining accurate site records, logs, and inspection reports.
  • Verify completed works against project milestones to support progress assessments and payment certification.
  • Coordinate with contractors, consultants, and internal branches to resolve on-site issues efficiently.
  • Ensure compliance with building approvals, safety standards, and NCDC regulations.

Education & Qualifications

Minimum:
  • Diploma in Building, Construction Management, Civil Engineering, or a related field from a recognised institution.
Preferred:
  • Trade qualification or additional certification in construction supervision, site management, or occupational health and safety.
  • Drivers License (class 3)
Skills & Knowledge
  • Strong knowledge of construction methods, materials, and building practices.
  • Ability to read and interpret architectural and engineering drawings and specifications.
  • Understanding of building regulations, safety standards, and compliance requirements.
  • Skills in site inspection, identifying defects, and ensuring quality control.
  • Strong communication and coordination skills to work with contractors, consultants, and stakeholders.
  • Ability to prepare clear and accurate reports, documentation, and progress updates.
  • Good organisational and time management skills to handle multiple site activities.
  • Commitment to safety, professionalism, and adherence to quality standards.
Work Experience
  • Three (3) years’ experience in construction, site supervision, or building project delivery.
  • Demonstrated experience in supervising contractors and monitoring construction works on-site.
  • Experience working within government, municipal, or regulated project environments will be an advantage.
