About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Building Projects Coordinator is a technical and operational position within the Engineering and Infrastructure Services Directorate. Reporting to the Manager – Architectural & Building Projects, the role is responsible for supporting the planning, coordination, and implementation of NCDC’s building infrastructure projects. This includes scoping project requirements, assisting with procurement, and providing direct supervision of contractors to ensure all works are delivered safely, on time, and within budget. The role acts as a vital link between the design phase and physical construction, ensuring that public facilities are built to the highest standards of quality and regulatory compliance.

Role Purpose

The primary purpose of this role is to ensure that NCDC’s building infrastructure projects are executed in strict accordance with approved designs, technical specifications, and contract requirements. By providing diligent site supervision and coordination, the Building Projects Coordinator helps the Commission deliver safe, sustainable, and inclusive public facilities that meet the planning and regulatory needs of Port Moresby.

Key Responsibilities
  • Project Coordination and Delivery: Coordinate and monitor NCDC building projects to ensure works are delivered safely, on time, within budget, and in accordance with approved designs, specifications, and standards.
  • 2. Contract Supervision and Compliance: Supervise contractors and consultants to ensure adherence to contract conditions, verify progress for payment certification, and maintain compliance with NCDC building laws, permits, and safety requirements.
  • 3. Reporting and Documentation: Maintain accurate project documentation, inspection reports, and records, and provide timely technical updates and recommendations to the Manager – Architectural & Building Projects
Education & Qualifications
  • Minimum: Bachelor’s Degree in Geographic Information Systems (GIS), Cartography, Physical Science, Geography, Surveying, or a related discipline from a recognised institution
  • Preferred: Bachelor’s Degree plus postgraduate qualifications, certifications, or a Master’s in GIS, Urban Planning, Spatial Sciences, or Geospatial Engineering
  • Valid Driver’s Licence (Class 3) – advantageous
Skills & Knowledge
  • Sound knowledge of architectural theory, design principles, and practices.
  • Knowledge of CAD and digital drafting software for architectural documentation.
  • Understanding of relevant Acts and Regulations, including but not limited to: PNG Building Regulation (1994) (Ch. 301), PNG Fire Code, Physical Planning Act (1989), Physical Planning Regulation (1990), and the National Capital District Commission Act (2001, as amended).
  • Awareness of construction methods, materials, and project coordination practices.
  • Knowledge of NCDC policies, procedures, and quality assurance requirements related to building and infrastructure projects
  • Strong communication, coordination, and report-writing skills with attention to technical accuracy and presentation.
  • Demonstrated ability to work independently, manage time effectively, and deliver required outcomes under limited supervision.
  • Proven ability to collaborate with multidisciplinary professionals including engineers, surveyors, and contractors.
  • Ability to interpret architectural drawings, review construction documents, and ensure compliance with codes and specifications.
  • Commitment to continuous improvement, professionalism, and ethical practice.
  • Intermediate to advanced proficiency in graphics and design software such as AutoCAD, Revit, Adobe Photoshop, or Illustrator.
  • High standards of integrity, organisation, and accountability consistent with NCDC’s goals and public service values.
Work Experience
  • Minimum of three (3) years’ experience working within an architectural, construction, or project management organisation.
  • Demonstrated experience in preparing or reviewing architectural documentation and coordinating with contractors during construction.
  • Proven proficiency in CAD or other design software for architectural drafting and documentation.
