Business Development Officer

We are currently seeking a Business Development Officer to join our Community Relations team in a permanent full-time position at our Simberi Operation. Your work location is Simberi Island, working a 21/14 Roster from Kavieng, Rabaul, Port Moresby, Lae, Mt Hagen, Madang, Goroka, Alotau, Wapenamanda, Popondetta, Hoskins, Wewak, Vanimo, or Tabar group of Islands. Reporting to the Community Relations Superintendent, the primary purpose of this role is to support the development, growth, and long-term sustainability of landowner-owned businesses and enterprises linked to Simberi Mine operations. The role ensures that landowners actively participate in spin-off and supply chain business opportunities generated by mining activities, with the goal of building viable, profitable, and sustainable enterprises that can operate beyond the life of the mine.

The position plays a key role in strengthening economic empowerment, entrepreneurship, and local business participation within mine-impacted communities.

The role incumbent and manager will identify and review the specific compliance requirements of the role.

The opportunity

Technical Accountabilities

• Identify, assess, and develop landowner business opportunities linked to mine operations.
• Support establishment and registration of landowner-owned business entities.
• Assist with business planning, operational strategies, financial modelling, budgeting, and sustainability planning.
• Facilitate access to procurement, tendering, and supply chain opportunities.
• Promote entrepreneurship and enterprise development within mine-impacted communities.
• Develop and deliver business management, financial literacy, and compliance training programs.
• Monitor and evaluate business performance and maintain accurate business development records.
• Ensure supported businesses comply with legal, regulatory, procurement, environmental, and social requirements.
• Maintain a compliance register of all landowner-owned businesses according to clan origin.
• Prepare progress reports and identify opportunities for continuous improvement.

Scheduling Accountabilities

• Coordinate and facilitate business development workshops, training sessions, and awareness programs.
• Schedule mentoring and coaching activities for landowner businesses.
• Coordinate engagement with government agencies, training providers, development partners, and contractors.
• Monitor and report on project milestones, business performance, and development activities.
• Ensure timely completion of business registration, vendor registration, and tender submission processes.
• Maintain regular reporting schedules and business development tracking systems.

People Accountabilities

• Build effective relationships with landowners, local business groups, and community stakeholders.
• Mentor and coach emerging landowner entrepreneurs and business leaders.
• Collaborate closely with Community Relations, Procurement, Supply Chain, Finance, Contracts, and operational departments.
• Liaise with government agencies, NGOs, financial institutions, and development partners.
• Promote ethical business practices, transparency, and good governance.
• Foster community participation, economic empowerment, and long-term business sustainability.

Essential

• Bachelor's Degree in Business Administration, Economics, Commerce, Entrepreneurship, or a related field.
• 5-8 years' experience in business development, SME support, economic empowerment programs, or related fields.
• Experience supporting community or landowner business development within mining, resources, development, or community-based sectors.
• Strong business development and financial analysis skills.
• Knowledge of SME development and entrepreneurship principles.
• Strong stakeholder engagement and relationship management capability.
• Training, facilitation, mentoring, and coaching skills.
• Understanding of procurement and supply chain processes.
• Strong written and verbal communication skills.
• Ability to work effectively in remote and culturally diverse environments.
• Entrepreneurial and innovative mindset.
• High level of integrity and transparency.
• Strong commitment to community empowerment and economic development.
• Results-oriented with a sustainable development focus.
• Respectful of cultural values and landowner relationships.

Desirable

• Experience working with PNG landowner business systems within the mining industry.
• Knowledge of community development and economic empowerment programs.
• Experience in procurement, contract management, or vendor development programs.
• Existing networks with government agencies, development partners, and SME support organisations.
• Understanding of governance requirements for landowner companies and incorporated business entities.
