About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Child Adoption Liaison Officer plays a key role in managing and coordinating the end-to-end adoption process, ensuring all administrative, legal, and logistical requirements are handled efficiently. The position works closely with families, legal entities, and social service providers to facilitate safe, transparent, and child-focused adoption outcomes.
Role Purpose
The purpose of this role is to oversee adoption processes by registering and assessing prospective adoptive parents, coordinating documentation, and ensuring compliance with legal frameworks. The role also supports the matching of children with suitable families while promoting adoption awareness and supporting adoptive parents throughout the process.
Key Responsibilities
- Manage the full adoption process including registration, screening, matching, and post-adoption follow-ups
- Ensure all adoption activities comply with PNG laws, policies, and child protection frameworks
- Coordinate with legal entities, government agencies, and community stakeholders to facilitate smooth adoption processes
- Maintain accurate, confidential records and prepare reports on adoption cases and trends
- Deliver education and awareness programs on adoption processes and responsibilities
- Monitor adoption cases, identify delays, and recommend process improvements
- Provide logistical support including scheduling assessments, interviews, and related activities
- Grade 12 certificate PLUS a Diploma in Social Work, Community Development, Law, or or a related field is mandatory.
- A bachelor’s degree in the above courses is the preferred qualification.
- Certification in Child Welfare, Adoption Law, or similar is an advantage.
- Drivers License is an added advantage (class 3 minimum)
- Strong understanding of adoption laws, child protection frameworks (including Lukautim Pikinini Act), and legal procedures
- Knowledge of case management, documentation, and data confidentiality practices
- Ability to assess suitability of adoptive parents, including conducting interviews and home visits
- Strong stakeholder engagement skills, with the ability to work with legal professionals, government agencies, and communities
- Good communication and interpersonal skills, with sensitivity in handling emotional and complex cases
- Ability to prepare detailed reports, manage databases, and track case progress
- Understanding of child development and post-adoption support needs
- Strong organisational and coordination skills, with the ability to manage multiple cases and deadlines
- At least 3–5 years of experience in social welfare, family law, or child welfare programs.
- Experience in managing adoption cases or working with adoptive families is highly preferred.
- Proven track record of collaborating with government agencies, legal professionals, and community stakeholders in child welfare programs.
- Experience in conducting workshops or public awareness campaigns on family and child welfare topics.
