Civil Engineer (Development)

About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Civil Engineer is a technical, coordinator-level position within the Development Engineering Branch. Located at NCDC City Hall in Waigani, the role is primarily office-based but involves periodic off-site project inspections. The position is responsible for supervising one Technical Officer and involves significant collaboration with internal bodies such as the Building Board, Physical Planning Board, and the Compliance Division. Operating in a high-pressure environment, the Civil Engineer must use specialist computer software (CAD and GIS) to analyze complex technical drawings while maintaining high ethical standards against external pressures or attempts at influence.

Role Purpose

The primary purpose of the Civil Engineer is to provide expert engineering review of development applications to ensure all private and public infrastructure projects in the National Capital District meet established engineering standards and statutory requirements. By rigorously assessing applications for subdivisions, land reclamation, road reserves, and utility upgrades, the role ensures that urban growth supports the safety, amenity, and long-term functionality of Port Moresby. Ultimately, this position serves to protect the health and well-being of the community through high-quality design and engineering integrity.

Key Responsibilities
  • Provide engineering technical review of development plans – responsible for reviewing engineering development plans provided to NCDC for review and approval to ensure that plans meet the highest engineering standards and specifications for city infrastructure and design.
  • Collaboration and communication within NCDC Planning & Development staffs – responsible for actively engaging and consulting with other staffs within the Division during the examination and review of development submissions to ensure they support NCDC’s goals in achieving a safe, healthy, clean, planned and productive Port Moresby.
  • Compliance – ensure that development applications are compliant with all statutory rules, laws, legislation’s, codes and standards.
Education & Qualifications
  • Tertiary degree qualification in Civil engineering, or equivalent.
  • Membership with the Institution of Engineers PNG
  • Drivers License (min. class 3)
Skills & Knowledge
  • Knowledge and experience in engineering and infrastructure including the planning of roads, transport & pedestrian management, storm water drainage, car parking provision, driveway access, water and sewerage planning and building designs.
  • Knowledge of building practises, construction methods and material selection.
  • Knowledge of the Acts and Regulations relevant to engineering standards, specifications and planning.
  • Knowledge of NCDC subdivisional code, Water PNG code of practise, Department of Works Roads & Bridges (2015) and PNG Power electrical codes.
  • Knowledge National Capital District Commission Act (2001) an advantage.
  • High level computer literacy, including competency in collating and analysing technical information, use and interpretation of CAD software and GIS products.
  • Experience in the preparation of detailed and accurate design plans and technical reports.
  • Excellent report writing skills with ability to self-check and product accurate reports.
  • Have excellent mathematical, statistical and problem-solving skills, with a highly analytical mindset and attention to detail.
  • Strong communication and interpersonal skills to collaborate and support staff with fairness, sensitivity, tact, discretion and confidence.
  • Ability and willingness to work as part of a team and provide a consistently high level of service and output.
  • Ability to meet demands and deadlines, work under high pressure, maintain confidentiality, be organized, self-disciplined, motivated, honest and reliable.
  • Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby.
Work Experience
  • At least eight (8) years of practical experience in civil engineering and review and assessment of development plans.
