About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Civil Project Engineer (NC.13) is a supervisor-level position within the Civil Project Branch of the Engineering and Infrastructure Directorate. Located at NCDC City Hall in Waigani, the role operates in a dynamic, collaborative environment that balances office-based design and planning with regular on-site project oversight. The position requires high-level computer literacy—specifically in CAD and GIS software—to manage the technical aspects of infrastructure development such as roads, bridges, and public drainage systems. The Engineer acts as a central coordinator, negotiating with contractors, suppliers, and various government departments to ensure project integrity while navigating the challenges of multiple project timelines and budget constraints.
Role Purpose
Reporting to the Manager – Civil Projects, the primary purpose of this role is to oversee the successful delivery of civil engineering projects across the National Capital District (NCD). The Civil Project Engineer is responsible for ensuring that all infrastructure works—including roadworks, drainage, and subdivisions—are completed on time, within budget, and in strict compliance with engineering principles and national regulatory standards. Through effective stakeholder communication and rigorous quality assurance, the role ensures that NCDC's infrastructure development meets the safety and planning needs of the public.
Key Responsibilities
- Project design and planning: Engage in the development of comprehensive project designs, plans, and specifications for civil infrastructure projects, ensuring compliance with engineering standards, regulations, and NCDC requirements.
- Project Execution and Management: Oversee the successful execution of civil engineering projects, managing resources, timelines, budgets, stakeholder engagement, communication, and monitoring and evaluation to ensure projects are delivered on time, and within budget and contract scope.
- Compliance And Quality Assurance: ensure that all civil engineering projects adhere to relevant regulatory standards, health and safety guidelines, and quality control measures, conducting regular site inspections and reviews to maintain project integrity.
- Minimum: Bachelor’s Degree in Geographic Information Systems (GIS), Cartography, Physical Science, Geography, Surveying, or a related discipline from a recognised institution
- Preferred: Bachelor’s Degree plus postgraduate qualifications, certifications, or a Master’s in GIS, Urban Planning, Spatial Sciences, or Geospatial Engineering
- Valid Driver’s Licence (Class 3) – advantageous
- Knowledge and experience in engineering and infrastructure including the planning of roads, transport, pedestrian management, storm water drainage, driveway access, water and sewerage planning and building designs and urban landscaping.
- Comprehensive knowledge of NCDC and national regulations, standards, and codes related to civil engineering and construction.
- Familiarity with project management processes, including project planning, scheduling, budgeting, and risk management.
- Knowledge of environmental considerations and sustainability practices in civil engineering projects.
- Proficiency in engineering software such as AutoCAD, Civil 3D, and other relevant tools for design and analysis.
- Knowledge of NCDC subdivisional code, Water PNG code of practice, Department of Works Roads & Bridges (2015), PNG Power electrical codes, National Capital District Commission Act (2001) an advantage.
- High-Level Computer Literacy: Proficiency in collating and analysing technical information, with strong competency in CAD software, GIS products, and other relevant engineering tools.
- Technical Design and Reporting: Extensive experience in preparing detailed and accurate design plans and technical reports, with excellent report writing skills and the ability to self-check for accuracy.
- Analytical and Problem-Solving Abilities: Exceptional mathematical, statistical, and problem-solving skills, with a highly analytical mindset and meticulous attention to detail.
- Strong Communication and Interpersonal Skills: Capable of collaborating effectively with staff and stakeholders with fairness, tact, discretion, and confidence.
- Teamwork and Service Orientation: Ability and willingness to work as part of a team, consistently delivering high-quality service and output while supporting the collective goals of the organization.
- Organisational and Time Management: Proven ability to meet demands and deadlines, work under pressure, maintain confidentiality, and stay organized and self-disciplined. A high level of motivation, honesty, and reliability is essential.
- Commitment to Organisational Goals: Dedication to the advancement of NCDC’s goals and vision for Port Moresby, with a strong commitment to contributing positively to the NCDC’s mission.
- A minimum of 5 years of hands-on experience in managing civil engineering projects, including infrastructure development (such as roads, bridges, and drainage systems) within the public sector or municipal government.
- Extensive experience in developing, reviewing, and finalizing detailed engineering designs, drawings, and technical specifications, ensuring compliance with relevant standards and regulations.
- Proven experience in coordinating with contractors, suppliers, government agencies, and internal teams to facilitate project approvals, address issues, and ensure all projects adhere to regulatory requirements and safety standards.
