About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Civil Project Supervisor is an operational oversight position within the Civil Projects Branch of the Engineering and Infrastructure Directorate. Located at NCDC City Hall in Waigani, the role serves as a critical bridge between technical project planning and daily site activity. The position involves extensive field-based work, requiring the supervisor to manage multiple construction sites simultaneously while maintaining professional conduct and integrity when dealing with various contractors and stakeholders. Reporting directly to a Civil Project Engineer, the supervisor ensures that infrastructure projects like roadworks and drainage are executed with precision and safety.

Role Purpose

The primary purpose of the Civil Projects Supervisor is to provide practical, on-site supervision and monitoring of civil works delivered by contractors across the National Capital District. The role is responsible for ensuring that all construction activities strictly adhere to approved designs, technical specifications, safety requirements, and project schedules. By conducting regular inspections and identifying non-compliance or technical issues early, the supervisor enables Civil Project Engineers to maintain high-quality standards and effective project delivery for the Commission.

Key Responsibilities
  • On-Site Supervision and Contractor Performance: Supervise and monitor civil works delivered by contractors across assigned project sites to ensure construction activities comply with approved designs, specifications, safety requirements, and work programs.
  • Quality, Safety, and Compliance Assurance: Conduct regular site inspections, identify and report defects, safety issues, or non-compliance, and support the Civil Project Engineer to ensure timely rectification and adherence to NCDC standards and regulatory requirements.
  • Progress Reporting and Operational Support: Provide accurate site-based reporting, documentation, and practical on-site support to the Civil Project Engineer to enable effective oversight, issue resolution, and delivery of multiple civil projects.
Education & Qualifications
  • Minimum: Diploma in Civil Engineering, Construction Management, Infrastructure, or a related field, with relevant practical experience in civil construction or site supervision.
  • Minimum: Valid driver’s licence (Class 3 or equivalent), due to regular site travel requirements
  • Preferred: Bachelor’s degree in Civil Engineering or a related discipline (including new or recent graduates).
  • Preferred: Relevant short courses or certification in construction supervision, workplace health and safety, or contract administration.
Skills & Knowledge
  • Civil Construction Practices: Practical understanding of civil works such as road construction, drainage, earthworks, and minor structures.
  • Drawings and Specifications: Ability to read and interpret engineering drawings, specifications, and construction plans.
  • Safety and Environmental Requirements: Working knowledge of site safety practices, risk controls, and environmental management in construction environments.
  • Contractor Operations: Understanding of contractor work practices, site coordination, and construction sequencing.
  • Quality Control: Awareness of quality standards and inspection requirements for civil works.
  • Knowledge of NCDC subdivisional code, Water PNG code of practice, Department of Works Roads & Bridges (2015), PNG Power electrical codes, National Capital District Commission Act (2001) an advantage.s
  • Site Supervision Skills: Ability to supervise contractor activities and monitor works effectively on site.
  • Observation and Reporting: Strong attention to detail and ability to identify issues and report them clearly and accurately.
  • Communication Skills: Ability to communicate effectively with contractors, engineers, and internal stakeholders.
  • Problem-Solving: Practical, solutions-focused approach to resolving routine site issues.
  • Time Management: Ability to manage multiple sites and tasks efficiently.
  • Professional Conduct: Demonstrated integrity, fairness, and professionalism when dealing with contractors and stakeholders.
  • Commitment to Organisational Goals: Dedication to the advancement of NCDC’s goals and vision for Port Moresby, with a strong commitment to contributing positively to the NCDC’s mission.
Work Experience
  • Minimum of 2–4 years’ experience in civil construction, site supervision, or a related field.
  • Experience working on roadworks, drainage, or infrastructure projects within a government or large-contractor environment is desirable.
