About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.



About the Role

The Claims Examiner ensures the thorough examination and processing of invoice claims received by NCDC, with a primary focus on validating accuracy and compliance with financial procedures and payment checklists. The role involves reviewing supporting documentation, processing claims, maintaining records, and liaising with relevant stakeholders to ensure claims are processed efficiently, ethically, and in accordance with NCDC policies. Working within the Accounts Payable Branch under the guidance of the Senior Claims Examiner, the position contributes to timely, accurate, and transparent financial operations.

Role Purpose

Reporting to the Senior Claims Examiner, the purpose of the Claims Examiner is to ensure all claims are accurate, compliant, and processed efficiently within NCDC’s financial and procedural standards. This is achieved by examining invoices, verifying documentation, maintaining records, communicating claim statuses, escalating issues when necessary, and supporting audits. The role contributes to proper financial management, regulatory compliance, and effective service delivery in the processing of payments.

Key Responsibilities
  • Examine, process, and verify invoice claims for accuracy and compliance with NCDC financial procedures, ensuring timely payments while maintaining meticulous records of all supporting documentation.
  • Provide updates on claim statuses, respond to enquiries, escalate complex issues for resolution, and collaborate with internal teams and auditors to ensure ethical and transparent processing.
  • Identify opportunities for process improvements, maintain confidentiality, adhere to financial and procedural protocols, and perform additional duties as directed to support the Accounts Payable Branch’s operations and objectives.
Education & Qualifications
  • Minimum Diploma in Accounting, however bachelor's degree in finance, Accounting, Business Administration, or a related field highly desirable
  • CPA Qualification or working towards CPA qualifications highly desirable.
  • Membership with a professional accounting body is highly desirable
Skills & Knowledge
  • If not already held, to acquire a knowledge of Laws including (but not limited to): Public Finance Management Act (1995), Public Money Management Regularization Act (2017), National Procurement Act (2018), Public Service (Management) Act (2014), National Capital District Commission Act (2001) and their amendments.
  • In-depth knowledge of IPA and PNG tax laws and the ability to apply this knowledge to claims examination.
  • Knowledge in auditing processes of financial payments beneficial.
  • Familiarity with relevant financial software, ACCPACC preferred and tools for efficient claims processing.
  • Strong communication and interpersonal skills, honest, reliable with high levels of integrity and ethical conduct.
  • Strong analytical and problem-solving skills to analyse financial documents, identify discrepancies, and ensure accuracy.
  • Strong organisational skills disciplined and motivated to manage and prioritize multiple tasks.
  • Ability to work independently and collaboratively in a team.
  • Can work under high pressure, meet deadlines, maintain confidentiality and handle financial information with tact and discretion.
  • Flexibility to adapt to changing regulatory landscapes and evolving financial procedures.
  • Meticulous attention to detail to identify errors or irregularities in invoices and financial documentation.
  • Ability to troubleshoot complex invoicing issues and propose effective solutions.
  • Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby.
Work Experience
  • At least three (3) years of experience in claims examination, financial analysis, payment review or a related role.
