About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role
Reporting to the Director – Engineering and Infrastructure, the Commitment Clerk is responsible for accurately recording, tracking, and monitoring financial commitments across the Directorate to ensure alignment with approved budgets and procurement procedures. The role ensures all commitment documentation is complete, properly authorised, and maintained through to payment in coordination with the Finance Division. It also provides timely updates to internal stakeholders and contractors to support transparency and efficient financial processing.

Role Purpose
The position maintains oversight of commitments through to payment, working closely with the Finance Division’s Accounts Payable to track progress and follow up on outstanding payments. It also provides timely updates to contractors and internal stakeholders. By providing a central coordination point across branches, procurement, and finance, the role improves financial visibility, supports timely payment processing, and contributes to the efficient delivery of engineering projects.

Key Responsibilities
  • Record, track, and monitor financial commitments including purchase orders, contracts, and related documentation
  • Ensure commitment records are accurate, complete, and aligned with NCDC financial policies and procurement procedures
  • Monitor commitments through to payment and liaise with Finance to follow up on outstanding transactions
  • Maintain organised and audit-ready financial records and documentation
  • Coordinate with internal branches, Finance Division, and contractors on commitment and payment status
  • Identify and escalate delays, discrepancies, or financial risks to the Director
  • Support preparation of financial tracking reports and updates for management
  • Ensure compliance with financial controls, reporting standards, and audit requirements
  • Assist in improving commitment tracking systems and financial visibility across the Directorate
Education & Qualifications
  • Minimum: Grade 12 certification with a Diploma in Finance, Accounting, Business Administration, or a related field, supported by relevant practical experience.
  • Preferred: Bachelor’s degree in Finance, Accounting, Business Administration, or a related discipline.
  • Additional certification or short courses in procurement, accounting, or financial management are desirable.
Skills & Knowledge
  • Strong understanding of financial administration, budgeting, and basic accounting principles
  • Knowledge of procurement processes, contract management, and commitment tracking systems
  • Familiarity with relevant legislation such as the Public Finances (Management) Act and National Procurement Act
  • Proficiency in financial systems (e.g. Accpac) and Microsoft Excel for tracking and reporting
  • Strong attention to detail with high accuracy in data entry and record keeping
  • Strong organisational and time management skills to handle multiple transactions and deadlines
  • Good communication skills for coordination with Finance, contractors, and internal branches
  • Problem-solving skills to identify discrepancies and escalate issues appropriately
  • High level of integrity, confidentiality, and professionalism in handling financial information
  • Commitment to compliance, accountability, and NCDC financial governance standards
Work Experience
  • Minimum of 2–3 years’ experience in financial administration, commitment tracking, payment coordination, or a related role.
  • Experience working with procurement processes, financial systems, and high-volume data entry environments is desirable.
