Q2I is pleased to implement the five-year (2024-2029) United States Agency for International Development (USAID)-funded Papua New Guinea (PNG) Peace Project. Q2I is dedicated to creating a dynamic peacebuilding paradigm, deeply rooted in the complex terrains of Hela and Morobe provinces. Our methodology is anchored in a data-centric CLA approach leveraging real-time data and active stakeholder engagement to tailor adaptability and learning in conflict-sensitive environments. Q2I understands that a cross-sectoral approach to peacebuilding and leveraging local partnerships are key to addressing drivers of fragility including applying lessons learned from locally-led community peacebuilding initiatives driven by women and youth.
Q2I is seeking a dedicated and experienced Communications and External Relations Manager who will be responsible for designing, coordinating, and disseminating communications and outreach strategies for the PNG Peace Project. They will work closely with the Chief of Party (COP), Technical Leads, partners, USAID stakeholders, and Q2I home office to ensure timely, relevant, and accurate communications are distributed to pertinent stakeholders.

PRIMARY RESPONSIBILITIES
- Develop and implement comprehensive communications and external relations strategies and campaigns to enhance the organization’s public image and support project objectives.
- Identify and capitalize on opportunities to promote the project’s success through various media channels.
- Provide strategic advice and thought leadership on communications and outreach including specific events, strategies, and projects.
- Build and maintain strong relationships with USAID and PNG media contacts; prepare and consult with USAID to distribute press releases, success stories, social media, and other communications related materials.
- In consultation with the COP and Project Director, coordinate and manage media inquiries and interview requests.
- Oversee the creation of high-quality content for press releases, articles, blog posts, talking points, and social media.
- Ensure all content aligns with the Q2I’s communication policies and procedures, and USAID’s branding and marking guidelines.
- Support technical team and project staff to plan and implement external activities and events, including project launch and USAID site tours.
- Develop and implement crisis communication plans.
- Consult with the COP and Security Manager to act as a point of contact during crises and ensure timely and accurate communication to stakeholders.
- Monitor media coverage, update COP and Security Manager on relevant news stories, and measure the effectiveness of communications campaigns.
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
- Bachelor’s degree in public relations, communications, marketing, international development, business administration, or related field is required.
- Minimum of seven years' experience serving in a similar communications role, preferably supporting USAID project implementation.
- Proven experience in public relations, communications, or a similar role.
- Strong understanding of media relations, social media, and content creation.
- Excellent written and verbal communication skills.
- Strong organizational and project management skills.
- Exceptional writing, editing, design, and copy-editing skills, and knowledge of 508 compliance required.
- Ability to work under pressure and manage multiple projects simultaneously.
- Crisis management skills are preferred.
- Proficiency in communications tools and software.
- Fluency in verbal and written English as well as Tok Pisin required.
REPORTING REQUIREMENTS
This position reports to the COP.
