Communications Lead
CARE International in PNG is recruiting a Communications Lead role based in Port Moresby. CARE is an international development and humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organisation, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.
CARE International in Papua New Guinea (PNG) has a focus on Gender Equality, Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), Peace Building, Agriculture and Health.
CARE, along with Palladium, is positioning for an upcoming Asia Development Bank (ADB)-funded program: Sustainable Highlands Region Core Road Network Project (SHRCRNP) in Papua New Guinea; Strengthening and Diversifying Climate Resilient Livelihoods Program, which aims to improve livelihoods and resilience in Papua New Guinea’s highlands through climate-smart agriculture, inclusive value chains, and strengthened community infrastructure.
The project focuses on boosting agricultural productivity and market access, enhancing rural connectivity, and building local capacity to manage climate and environmental risks, with a strong emphasis on inclusion, sustainability, and partnerships with government and the private sector. It will operate primarily across the Highlands region, with activities concentrated in the Eastern Highlands, Western Highlands, Jiwaka, Simbu, and Enga provinces. The program is scheduled to run for four years, with EOIs currently under assessment.
This Position will have direct contact with Children or vulnerable adults.
The employee must demonstrate full compliance with all CARE policies and procedures.
This role is based in Port Moresby but will require travel to CARE PNG’s field offices and project sites as and when required.
SELECTION CRITERIA
- A relevant qualification, minimum Bachelors level, in international development, community development, monitoring and evaluation, or strategic communications
- Minimum 3 years of relevant experience; in community-based M&E. (COMPULSORY).
- Experience in developing sex-, age-, and disability-disaggregated indicators and monitoring inclusion outcomes(COMPULSORY).
- Demonstrated experience in international development; strong understanding of international development theory and practice; and knowledge of key institutional (including ADB) donor priorities.
- Demonstrated experience in the design and development of a range of internal and external communications products for livelihoods and/or women’s empowerment programs
- Demonstrated understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity.
- Demonstrated high level of communication and interpersonal skills including the ability to create and foster collaborative and productive relationships, internally and externally
- Demonstrated ability to liaise effectively with staff and stakeholders both verbally and in writing
- Exceptional interpersonal skills including the ability to work independently and as amember of a cross-functional team. Includes the capacity to manage and support a small team.
