About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Community Events Officer is an operational and public-facing role within the Communications & Engagement Branch of the Organisational Services Directorate. Based at NCDC City Hall in Waigani, the position involves high-level coordination and logistics management for various public activities. The role requires a dynamic professional who can collaborate with diverse stakeholders—including government agencies, corporate sponsors, and vendors—while ensuring that all events are inclusive and safe. Success in this role depends on strong public relations skills, the ability to work under high pressure, and a commitment to maintaining a positive community image for the Commission.
Role Purpose
Reporting to the Coordinator – Public Engagements and Events, the primary purpose of this role is to plan, coordinate, and deliver smaller-scale events that foster civic engagement and community pride within the National Capital District. The Officer is responsible for managing the logistics of NCDC announcements, ground-breaking ceremonies, building commissions, and the recognition of international days focused on health, culture, and sustainability. By ensuring these events are well-organized and aligned with NCDC’s core values, the role directly supports the Commission's mission to promote public awareness and foster a vibrant, engaged community in Port Moresby.
Key Responsibilities
- Event Planning, Coordination, and Execution: Responsible for planning, organising, and delivering a high volume of small-scale events aligned with NCDC priorities. This includes developing event plans, managing logistics, securing venues and permits, and overseeing event setup and execution to ensure smooth and safe operations.
- Community Engagement and Promotion: Collaborates with the communications team to promote events and actively engages with community members and attendees to gather feedback. This accountability ensures events are well-attended, effectively communicated, and foster strong community involvement.
- Compliance, Contractor Management, and Reporting: Ensures all events meet safety, environmental, and NCDC regulations while overseeing contractor performance to maintain quality and safety standards. Maintains accurate event documentation and provides reports on outcomes, attendance, and stakeholder feedback to support continuous improvement.
- Grade 12 certificate and a Diploma in Event Management, Public Relations, Communications, Business Administration, or a related field is mandatory.
- A Bachelor’s degree in the above subjects is the preferred qualification.
- Additional certifications in event planning, project management, risk management is favourable.
- Current drivers license (minimum class 3) is mandatory.
- Event Planning & Coordination: In-depth understanding of event logistics, operations, and management, including permits, safety regulations, and stakeholder engagement.
- Regulatory Knowledge: Familiarity with local, state, and national regulations concerning public events, safety standards, environmental compliance, and public liability.
- Procurement Processes: Familiarity with procurement policies, tender and contractor selection, and vendor management.
- Financial Management: Understanding of budget preparation, cost control, payment processes and financial reporting for large-scale events.
- Risk Management and Safety Protocols: Knowledge of risk assessments, emergency response plans, and crowd control techniques.
- Public Engagement and Community Relations: Knowledge of community engagement strategies, managing public expectations, and handling media relations.
- Communication: Strong verbal and written communication skills to interact with stakeholders, the public, and team members.
- Project Management: Ability to plan, execute, and evaluate events effectively, ensuring timelines, budgets, and goals are met.
- Problem-Solving and critical thinking: Quick thinking and resourceful in addressing unexpected issues or challenges during event planning and execution.
- Interpersonal: Strong relationship-building skills for managing partnerships with local organizations, community groups, and government departments.
- Attention to Detail: Ability to manage multiple tasks simultaneously while ensuring that all event components are meticulously coordinated.
- Problem-solving and Critical Thinking: Ability to anticipate issues, analyse problems, and develop solutions quickly, especially in fast-paced or high-pressure situations.
- Technical Proficiency: Familiarity with event management software, budgeting tools, and digital marketing platforms. Competence in using office software (e.g., Microsoft Office Suite) and communication tools.
- Dedication: Strong dedication to the advancement of NCDC, its goals, vision, and the development of Port Moresby.
- At least 3 years of experience in event planning, coordination, public relations or similar for large-corporate or Government organisations.
- Must have at experience collaborating with diverse stakeholders, including community groups, government agencies, corporate sponsors, and vendors.
