About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Community Grants Officer is a role under the Community & Social Development Directorate, responsible for managing the complete lifecycle of grants, which includes advertising opportunities, screening applications for compliance, and presenting proposals to the Grants Awardee Committee. Operationally, the role involves significant stakeholder engagement, where the officer acts as the primary point of contact for MSMEs and large organizations, providing them with training on budgeting and financial tracking. The position also requires regular field work, such as site visits to monitor project progress and verify that funds are being used according to contractual agreements.
Role Purpose
The primary purpose of this role is to coordinate and administer the grants process for micro, small, and medium enterprises (MSMEs) and larger organizations that provide essential services to the NCDC community. By ensuring that grant funding is effectively promoted and distributed, the role seeks to align financial support with specific program objectives and strict compliance requirements. The position serves to provide critical guidance to grant recipients, helping them improve their organizational capacity to deliver measurable economic and community development impacts. Ultimately, the role exists to maintain a high standard of transparency and accountability within the grants system, ensuring that every disbursed Kina contributes to sustainable, impactful community-focused projects
Key Responsibilities
- Administration and Oversight of MSME and Large Grants Programs: Effectively manage the full lifecycle of MSME and large-scale grants, including application assessment, fund distribution, compliance monitoring, and reporting, ensuring alignment with NCDC’s objectives and funding guidelines.
- Stakeholder Engagement and Recipient Support: Build and maintain strong relationships with large organisations and MSMEs, providing guidance and capacity-building support to ensure grant recipients fulfil their obligations and deliver impactful, community-focused projects.
- Program Monitoring, Evaluation, and Improvement: Monitor and evaluate the progress and outcomes of funded projects, ensuring compliance with contractual requirements and contributing to program enhancements based on data analysis and stakeholder feedback.
- Diploma or Bachelor’s degree in Business Administration, Economics, Community Development, Public Administration, or a related field.
- Training or certification in grants management, financial administration, or project coordination is highly desirable.
- Proficiency in computer applications (e.g., Microsoft Office Suite, grant management software, and data analysis tools) to support reporting and program monitoring tasks.
- Grant Administration Processes: Comprehensive understanding of managing large-scale grants, including application evaluation, fund distribution, compliance monitoring, and reporting.
- Financial Management and Compliance: Knowledge of advanced budgeting, expenditure tracking, financial reporting, and adherence to funding guidelines and organisational policies for high-value grants.
- Regulatory and Contractual Frameworks: Familiarity with legal and regulatory requirements governing grants, large-scale service agreements, and compliance with funding contracts.
- Program Evaluation and Impact Assessment: Proficiency in methodologies for evaluating the economic, social, and community-wide impacts of large-scale initiatives, ensuring measurable and sustainable outcomes.
- Risk and Procurement Management: Expertise in identifying, assessing, and mitigating risks associated with large grants, along with knowledge of procurement processes for engaging contractors and vendors.
- Stakeholder Engagement and Relationship Management: Understanding of strategies for building and maintaining relationships with MSMEs, corporate partners, government agencies, and other key stakeholders.
- Grant Management Technology and Data Analysis: Familiarity with grant management systems and data analysis techniques to support efficient tracking, reporting, and program evaluation
- Communication and Interpersonal Skills: Excellent ability to engage effectively with diverse stakeholders, including corporate partners, government agencies, and large organisations, and communicate grant requirements clearly.
- Project and Time Management: Proficiency in managing multiple large-scale grants, ensuring all program elements are delivered efficiently and within established deadlines.
- Financial and Risk Management: Expertise in analysing budgets, monitoring financial performance, and identifying and mitigating risks associated with high-value grants.
- Analytical and Problem-Solving Skills: Strong ability to assess applications, evaluate project outcomes, and develop practical solutions to challenges in grant implementation.
- Stakeholder Engagement and Collaboration: Skills in building positive relationships with grant recipients, negotiating solutions, and fostering collaboration across internal and external teams.
- Attention to Detail and Compliance Oversight: Precision in reviewing applications, financial records, and compliance documentation to ensure accuracy and adherence to organisational and regulatory standards.
- Presentation and Data Reporting: Competence in delivering presentations and preparing detailed, data-driven reports to evaluate program performance and support strategic decision-making
- 2–4 years of proven experience in administering or coordinating grants or funding programs for MSMEs and larger organisations, preferably within a government or non-profit environment.
- Experience working with business development programs and engaging with diverse stakeholders, including MSMEs, large organisations, and community service providers.
- Demonstrated ability to manage funding compliance, monitor project progress, and evaluate program outcomes to support economic and community development goals.
