About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Community Program Officer (GBV) is an operational role within the Family & GEWE (Gender Equity and Women’s Empowerment) Branch of the Community & Social Development Directorate. Based at NCDC City Hall, the position involves significant field-based activity, requiring the officer to drive to various sites to deliver programs, attend meetings, and monitor program partners. The role operates within approved budgets and requires a high degree of sensitivity and professionalism when engaging with the community on complex social issues. Working under the Coordinator – Community Engagement & Programs, the officer must balance administrative reporting with active community outreach.
Role Purpose
The primary purpose of this role is to plan, coordinate, and deliver community engagement initiatives specifically designed to reduce the prevalence of gender-based violence (GBV) in Port Moresby. Aligned with National and NCDC strategies, the position focuses on prevention through education and capacity-building. Key objectives include promoting behavior change in perpetrators, strengthening survivor referral pathways, and shifting broader community attitudes toward GBV to create a safer environment for all residents.
Key Responsibilities
- Program Development and Delivery: Design, implement, and programs aligned with government policies, community needs, and organisational objectives. Ensure programs are culturally inclusive, preventative, and compliant with national and municipal standards, while achieving measurable outcomes.
- Community Engagement and Stakeholder Collaboration: Build strong relationships with community groups, NGOs, schools, and government agencies to promote program awareness, participation, and effectiveness. Facilitate partnerships, stakeholder engagements, and outreach activities to align efforts, maximize resources, and expand program impact.
- Budget Management, Reporting, and Compliance: Monitor and manage program budgets, ensuring expenditures align with financial plans and resources are used cost-effectively. Administer grant and donor funding transparently and accurately, prepare annual budget projections, and provide regular reports on program performance, compliance, and areas for improvement.
- Min. Grade 12 certificate AND a Diploma in Social Services, Psychology, Community Development, Public Policy or similar is mandatory.
- Bachelors degree in the above course fields is the preferred requirements.
- Training or certification in teaching, gender-based violence or trauma-informed care or crisis intervention is highly desirable.
- Driver’s License (minimum class 3) would be an added advantage
- Familiarity with PNG National laws and strategies such as, but not limited to: the Family Protection Act (2013), National Child Protection Policy (2007-2027), Lukautim Pikinini Act (2015), National Gender-Based Violence Strategy (2016-2025), and other related laws.
- Familiarity with national strategies, legislation, and policies related to social inclusion and community development.
- Knowledge of program design, implementation, and evaluation processes, particularly in prevention and awareness initiatives.
- Awareness of cultural, social, and economic dynamics affecting communities in the region.
- Understanding of stakeholder engagement and collaboration strategies across sectors (government, private, and non-governmental organisations).
- Knowledge of data collection, analysis, and reporting methodologies.
- Strong communication and interpersonal skills to coordinate a team of employees with fairness, sensitivity, tact, discretion and confidence.
- Analytical skills for data interpretation, budget management and program evaluation.
- Excellent stakeholder engagement and relationship-building skills.
- Organised with the ability to manage multiple projects, meet deadlines and determine priorities and deliverables across a breadth of initiatives and programs.
- Proficient in designing and delivering quality outcomes based on research, evidence-based programs and cultural sensitivity.
- Strong computer and writing skills to produce quality reports and presentations including action Plans, programs and policies and procedure to diverse audiences.
- Ability to meet demands and deadlines, maintain confidentiality, and maintain the highest ethical standards.
- Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby.
- At least 2 years in GBV-prevention, response or community engagement positions highly desirable.
- Experience delivering programs or services related to GBV and/or gender equity highly desirable.
- High performing recent graduates from the social science field will also be considered
