Consultant

To lead - The Peacebuilding and Agriculture Project Endline Evaluation

CARE International in PNG is looking to recruit a suitable Consultant or Firm. CARE began working in partnership with remote and rural communities, government, non-government, and private sector partners in 1989. With over three and a half decades of experience, CARE has developed in-depth institutional knowledge of the complex operating environment, and expertise in building gender equality, empowering communities, brokering relationships, and supporting local organizations. The operations team is skilled in overcoming barriers such as limited in-country infrastructure, unpredictable weather, and local security concerns. CARE aims to create a more equal world for women and girls by building agency, changing relations, and transforming structures through its programming and partnerships, focusing on increasing women’s leadership and decision-making, challenging discriminatory social norms, improving access to health services, and supporting women's economic empowerment.

The purpose of the end-of-project evaluation is to assess outcome-level progress made against baseline values, measurement of outcome indicators, focusing on sustainability of key practices, behaviors, and systemic changes. It will also serve as a means to verify overall impact, extracting best practices for replication or scale-up, and ensuring that sustainability strategies are robust and meaningful in the long term as well as future program recommendations

Project Overview

PNG Enga Peacebuilding and Agriculture Support is an 18-month project funded by Minderoo Foundation Trust and implemented by CARE International in PNG from 1 December 2024 through 31 May 2026. The project aims to support communities affected by inter-communal conflict in Enga Province to improve peace, social cohesion, and livelihood resilience.

The overall goal of the project is to contribute to improved peace and social cohesion among the various ethnic groups in Enga Province. The project seeks to achieve the following outcomes, namely:

  1. Outcome 1: Communities and key stakeholders establish stronger collaboration and dialogue, contributing to positive social contact between communities, effective conflict resolution, and lasting peace.
  2. Outcome 2: Targeted communities and key stakeholders have enhanced capability to detect early warning signs of conflict and take collective actions, reducing the likelihood of violence.
  3. Outcome 3: Women and marginalized groups in the communities achieve increased food security and sustainable livelihoods, fostering resilience, promoting gender equity, and strengthening conflict resolution capacities

The project operates in seven communities across Enga Province, including locations in Wabag and Lagaip districts, which were selected based on their high levels of conflict, accessibility for implementation, and the absence of other international peacebuilding initiatives.

Throughout the targeted seven wards across Wabag and Lagaip districts in Enga Province, the project works directly with community members, local leaders, women and youth groups, civil society organisations, and government stakeholders. These groups represent the primary impact and target populations who will benefit from strengthened peacebuilding mechanisms, improved conflict prevention capacities, and increased livelihood opportunities.

Selection Criteria

The Evaluation Team will be comprised of qualified team members with balanced gender representation, where possible.

Collectively, the Evaluation Team must possess the following skills and experience:

  • Post-graduate training in social studies,
  • Evaluation skills from peacebuilding and conflict resolution, gender, and livelihood technical
  • Critical thinking, analytical and research skills.
  • Skills in inclusive stakeholder consultation and participatory research
  • Excellent report writing skills.
  • Knowledge of economic justice, particularly women economic justice, livelihood and food security related technical
  • Understanding of approaches to locally-led
  • Demonstrated experience in gender equality, disability equity and social inclusion
  • Familiarity with DFAT design monitoring evaluation and learning standards; and
  • Fluency in tok pisin or local languages or willingness to budget for
  • Understanding PNG context specifically Enga province.

How to Apply:

A technical and cost proposal based on the above Terms of Reference is requested from the consultant or evaluation team. The proposal should contain a minimum:

  1. A detailed description of the overall evaluation design, in accordance with the ToR
  2. Schedule of key activities, preferably in a format such as a Gantt chart, indicating resources
  3. Detailed budget including all costs associated with the evaluation with associated budget narrative. Make sure to include consultant´s fees of all members of the international or local evaluation team.
  4. Description of the evaluation team, with roles and responsibilities of the team leader, supervisory chain and other core members of the evaluation team.
  5. Two past reports of a relevant evaluation report that the consultant has
