About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Contract Liaison Officer acts as the primary intermediary between the Buildings and Facilities Branch, external contractors, and the Finance and CMME branches to facilitate smooth operational workflows. The role involves high-volume documentation management, including the rigorous follow-up of quotations, the preparation and verification of contractor paperwork, and the maintenance of meticulous records to ensure all submissions align with the Commission’s procurement, financial, and audit protocols.

Role Purpose

The primary purpose of this role is to provide essential administrative support that ensures the efficient management of contractor documentation and payment cycles across all NCDC building and facility maintenance activities. By centralizing the tracking of quotes and financial paperwork, the position guarantees that all contractor submissions meet strict regulatory and compliance requirements, thereby facilitating the timely processing of payments. Ultimately, the role is designed to relieve technical staff, such as the Maintenance Coordinator and Technical Officers, of heavy administrative and financial documentation workloads, allowing them to focus their expertise on the physical upkeep and technical management of NCDC assets.

Key Responsibilities
  • Contractor Documentation and Coordination: Follow up quotations, maintain registers, and ensure all contractor documentation, including licences, MOUs, work orders, and invoices is accurate, complete, and compliant with NCDC procurement and financial procedures.
  • Financial and Procurement Support: Prepare, verify, and submit contractor payment packages to Finance in line with NCDC requirements, track payment progress, and support the Manager – Buildings and Facilities with accurate expenditure and cost reports.
  • Administrative Reporting and Record Management: Maintain well-organised, up-to-date contractor records and provide regular updates and reports to the Manager and Maintenance team on quotation status, payment tracking, and documentation compliance to support efficient branch operations.
Education & Qualifications
  • Minimum: Diploma or Certificate IV in Business Administration, Accounting, Procurement, or a related field from a recognised institution.
  • Preferred: Additional certification in Contract Administration, Public Sector Finance, or Records Management.
  • Proficiency in Microsoft Office applications (Word, Excel, Outlook) and familiarity with document or financial management systems.
Skills & Knowledge
  • Understanding of procurement and contract administration processes within a government or large-scale organisation.
  • Knowledge of basic accounting and financial documentation procedures related to quotations, invoicing, and payment tracking.
  • Awareness of NCDC’s financial and procurement policies, SOPs, and compliance frameworks.
  • Understanding of record-keeping and documentation standards for audit and reporting purposes.
  • Familiarity with contractor engagement workflows and maintenance service documentation.
  • Basic knowledge of Occupational Health and Safety (OHS) and confidentiality obligations in administrative work.
  • Strong organisational and coordination skills to manage multiple quotation, contract, and payment processes simultaneously.
  • High attention to detail and accuracy in preparing, checking, and recording documentation.
  • Effective written and verbal communication skills for liaising with contractors, suppliers, and internal departments.
  • Proficiency in using digital filing systems, spreadsheets, and tracking tools for reporting and data management.
  • Ability to work collaboratively within a multidisciplinary team and maintain good working relationships.
  • Strong time-management skills to meet deadlines under pressure while ensuring compliance and completeness.
  • Commitment to NCDC’s values, professionalism, and continuous improvement of administrative processes.
Work Experience
  • Minimum of three (3) years’ experience in administration, finance, or procurement coordination in a government, corporate, or facilities management environment.
  • Experience in contract documentation, quotation handling, or payment tracking.
  • Demonstrated ability to maintain accurate records and support audit and compliance processes.
  • Experience liaising with multiple stakeholders, including technical teams, suppliers, and Finance or Procurement sections.
