About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Coordinator – Community Engagement and Programs is a leadership and operational position within the Family & GEWE (Gender Equity and Women’s Empowerment) Branch of the Community & Social Development Directorate. Based at NCDC City Hall, this role is responsible for leading a team of nine staff members to deliver critical social programs across the National Capital District. The position requires a high level of coordination, as it involves managing program expenses and working closely with diverse stakeholders—including community groups, the police, health sectors, and various NGOs—to address sensitive social issues. This is a high-impact role that demands strong interpersonal skills, the ability to meet strict deadlines, and an unwavering commitment to the highest ethical standards.

Role Purpose

Reporting to the Manager – Family, Gender Equity and Women’s Empowerment, the primary purpose of this role is to oversee the entire lifecycle—development, implementation, and evaluation—of targeted community prevention and awareness programs. These programs focus specifically on child welfare, gender-based violence (GBV), and gender equity issues. By strengthening community understanding and fostering a culture of safety and equity, the Coordinator plays a vital role in enhancing the NCDC’s response to key social challenges and improving the overall well-being of the city's residents.

Key Responsibilities
  • Program Development and Delivery: Ensure effective planning, development, implementation, and alignment of community and sector-specific focused programs addressing prevention of gender-based violence, child abuse and neglect, gender inequality, and the monitoring and evaluation of program effectiveness in behaviour change across program delivery areas.
  • Community Engagement and Advocacy: Build and maintain strong relationships with diverse stakeholders, representing the organization in public forums and promoting awareness initiatives that empower communities and address key social challenges.
  • Leaderships and Team Management: Oversee and guide your section to deliver high-quality prevention programs, support gender mainstreaming across NCDC, ensure alignment with NCDC strategic plans and goals and fostering a collaborative team culture.
Education & Qualifications
  • Bachelor in Arts (Gender Studies, Social Work, Psychology, Community Development, Humanities) or other related field in mandatory.
  • Training or certification in project management or program evaluation is highly desirable.
  • Certification or demonstrated training in gender-based violence prevention, gender equity or child welfare is highly desirable.
  • Driver’s License is an added advantage (minimum class 3).
Skills & Knowledge
  • Familiarity with PNG National laws and strategies such as, but not limited to: Family Protection Act (2013), Lukautim Pikinini Act (2015), National Strategy to Prevent & Respond to GVB (2016-2025), GoPNG GESI Policy,
  • Familiarity with national strategies, legislation, and policies related to social inclusion and community development.
  • Knowledge of program design, implementation, and evaluation processes, particularly in prevention and awareness initiatives.
  • Awareness of cultural, social, and economic dynamics affecting communities in the region.
  • Understanding of stakeholder engagement and collaboration strategies across sectors (government, private, and non-governmental organizations).
  • Knowledge of data collection, analysis, and reporting methodologies.
  • Strong communication and interpersonal skills to coordinate a team of employees with fairness, sensitivity, tact, discretion and confidence.
  • Demonstrated ability to effectively integrate and mainstream gender perspectives into policies, programs, and decision-making processes to promote gender equality and inclusive outcomes.
  • Analytical skills for data interpretation, budget management and program evaluation.
  • Excellent stakeholder engagement and relationship-building skills.
  • Organised with the ability to manage multiple projects, meet deadlines and determine priorities and deliverables across a breadth of initiatives and programs.
  • Proficient in designing and delivering quality outcomes based on research, evidence-based programs and cultural sensitivity.
  • Strong computer and writing skills to produce quality reports and presentations including action Plans, programs and policies and procedure to diverse audiences.
  • Ability to meet demands and deadlines, maintain confidentiality, and maintain the highest ethical standards.
  • Must be dedicated to the advancement of NCDC, its goals, and vision for Port Moresby.
Work Experience
  • Minimum of 5 years of demonstrated experience in community engagement and training program development and implementation, or social services working with diverse stakeholders within the fields of promoting child welfare, or gender equality, or social inclusion, and/or GBV prevention.
  • Minimum of three years supervising teams of staff.
