About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role
The Tourism Development Coordinator supports the growth and positioning of Port Moresby as a leading destination for sports, cultural, and heritage tourism. Reporting to the Manager – Business Development and Community Grants, the role works closely with internal teams and external stakeholders to deliver tourism initiatives that drive economic growth, community wellbeing, and visitor engagement.

Role Purpose
The role is responsible for planning, coordinating, and delivering tourism strategies and programs aligned with Papua New Guinea’s Vision 2050 and the Medium-Term Development Plan. The Coordinator focuses on developing sports and cultural tourism, strengthening partnerships, promoting key city attractions and events, and improving the overall visitor experience through collaboration, marketing, and infrastructure support.

Key Responsibilities
  • Develop and implement tourism strategies and programs to position Port Moresby as a premier tourism destination
  • Lead sports tourism initiatives, including attracting national and international events and developing tourism packages
  • Promote and strengthen cultural and heritage tourism events and programs
  • Build and manage partnerships with government agencies, tourism operators, hospitality businesses, and community stakeholders
  • Coordinate and oversee tourism events, promotions, and visitor engagement activities
  • Collaborate on digital marketing and promotional campaigns to increase tourism visibility
  • Support tourism product development with local operators, hotels, and event organisers
  • Conduct community consultations and integrate feedback into tourism initiatives
  • Coordinate cross-regional tourism initiatives and partnerships with neighbouring provinces
  • Advocate for tourism infrastructure improvements and visitor-friendly city planning
  • Collaborate with safety stakeholders to enhance visitor safety and confidence
  • Monitor, evaluate, and report on tourism programs and outcomes
  • Manage section operations, budgets, staff coordination, and reporting requirements

Education & Qualifications
  • Bachelor’s in Tourism Management, Business Administration, Community Development, or a related field is mandatory.
  • Certification or training in project management, marketing, or sustainable tourism development is highly desirable.
  • Driver’s License (class 3) would be an advantage
Skills & Knowledge
  • Strong understanding of PNG tourism laws, policies, and national development frameworks
  • Good awareness of regional and global tourism trends, including sports, cultural, and sustainable tourism
  • Knowledge of funding, grants, donor requirements, and public–private partnerships
  • Understanding of community engagement and inclusive tourism practices
  • Experience in event planning, risk management, and visitor safety
  • Knowledge of digital marketing and online promotion for tourism initiatives
  • Awareness of tourism infrastructure and visitor-friendly city planning
Work Experience
  • Minimum of 5 years of professional experience in tourism development, destination marketing, or program management, preferably within a government or community-focused organisation.
  • At least 3 years of experience in stakeholder engagement and partnership development with government agencies, private sector partners, and community groups.
  • Proven experience in planning, coordinating, and delivering tourism programs or events, including budget management and securing funding or sponsorships.
