About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role
The Council Environmental Health Officer ensures compliance with environmental health legislation and policies within the assigned electorate. The role involves conducting inspections, investigating complaints, advising businesses and the community, and supporting initiatives to improve public health and environmental standards.

Role Purpose
To promote and safeguard public health by enforcing environmental health regulations, guiding businesses and residents on compliance, and contributing to policies, programs, and initiatives that enhance community well-being and environmental sustainability.

Key Responsibilities
  • Conduct routine inspections of premises to assess compliance with environmental health legislation, including food safety, housing, pollution control, and licensing.
  • Investigate complaints and environmental health incidents promptly and take appropriate enforcement actions.
  • Provide advice and guidance to businesses, residents, and stakeholders on compliance and risk mitigation.
  • Perform sampling and testing of environmental substances and take action on identified risks.
  • Maintain accurate records of inspections, investigations, and enforcement actions, adhering to data protection standards.
  • Collaborate with internal departments and external agencies to address cross-cutting environmental health issues.
  • Assist in the development and implementation of environmental health policies, programs, and initiatives.
  • Support legal proceedings by preparing relevant documentation for breaches of public health and related legislation.
  • Provide guidance and mentoring to junior staff under the direction of the Senior Environmental Health Officer.
  • Ensure compliance with organizational policies and sound financial practices when managing budgeted expenditures.
  • Stay informed on environmental health legislation, standards, and best practices through training and professional development.
  • Perform additional duties as directed by supervisors or managers
Education & Qualifications
  • Bachelor’s degree in Environmental Health, Public Health, or related field.
Skills & Knowledge
  • If not already held, to acquire a knowledge of Laws including (but not limited to):
    • Public Health Act
    • Food Sanitation Act
    • Environmental Containment
    • Informal Control Development Control Act
    • Department of Personnel Management General Orders (2012) (GO 1 – 23)
    • Public Service Management Act (2014)
    • National Capital District Commission Act (2001
  • Strong communication and interpersonal skills, honest, reliable.
  • Self-driven, disciplined, organized, motivated and able to work with minimal supervision.
  • High level of integrity and ethical conduct.
  • Ability to work independently and collaboratively in a team.

Work Experience
  • A minimum of 5 years’ experience working in environmental health, public health, or a related field is essential.
  • Proven work experience in conducting inspections of premises to assess compliance with environmental health standards and regulations is valuable.
  • Proven work experience in investigating complaints and incidents related to environment health hazards is important.
