About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Council Health Promotion Officer works to enhance public health and well-being across the community by developing, implementing, and evaluating health promotion programs. The role involves collaboration with stakeholders, community engagement, and program monitoring to ensure initiatives are effective, evidence-based, and reach the intended populations.
Role Purpose
The primary purpose of this role is to design, coordinate, and deliver health promotion programs and initiatives that improve community health outcomes. It ensures compliance with public health regulations, fosters partnerships, engages communities, and provides guidance on health-related matters to maximise the impact of health initiatives within the council’s jurisdiction.
Key Responsibilities
- Design, develop, implement, and evaluate evidence-based health promotion programs targeting local health issues.
- Ensure compliance with the Public Health Act and other relevant legislation in all health promotion activities.
- Engage communities to raise awareness, promote healthy behaviours, and encourage participation in programs.
- Build and maintain partnerships with government departments, NGOs, donor agencies, health organisations, and media to maximise program reach and impact.
- Collect, maintain, and analyse data on health promotion activities to evaluate program effectiveness and inform future planning.
- Advocate and provide guidance on health and well-being, including delivering education sessions, workshops, and trainings.
- Support the development and implementation of policies and initiatives that promote health equity within the community.
- Stay informed of current trends, best practices, and emerging issues in health promotion through continuous learning and professional development.
- Prepare reports, provide updates to supervisors, and respond to enquiries from management or auditors as required.
- Manage budgeted spending for health promotion activities, ensuring approvals and compliance with NCDC policies.
- Perform additional duties as assigned by the Supervisor, Manager, or Director.
- Bachelor’s degree in Environmental Health, Public Health, Social science, or related field.
- Registered under Nursing Council or Medical Board is desirable
- Drivers License preferred
- If not already held, to acquire a knowledge of Laws including (but not limited to): Public Health Act, Food Sanitation Act, Environmental Containment Act, Informal Control Development Control Act, Public Service Management Act (2014), National Capital District Commission Act (2001)
- Knowledge and experience in developing public awareness campaigns.
- Knowledge in data collection and evaluation.
- Overall knowledge of key stakeholders involved in the public health space, including key Government bodies, NGO’s, development partners and medical institutions
- Strong communication and interpersonal skills, honest, reliable and comfortable with public speaking and presentations.
- Self-driven, disciplined, organized, motivated and able to work with minimal supervision &/or as part of a team.
- Can meet deadlines, work under high pressure, maintain confidentiality, and is organized.
- Ability to develop, write and implement programs, and confident in engaging with partners and stakeholders.
- Commitment to upholding high standards of professional ethical conduct and integrity in all aspects of work.
- Flexibility and adaptability in responding to changing priorities and health challenges.
- Empathy and sensitivity in dealing with members of the public, recognizing the diverse needs and perspectives of different communities.
- Resilience and composure in challenging situations, maintaining a positive attitude and constructive approach to problem-solving.
- Passion for public health improvement, with a genuine interest in making a positive difference to the community.
- Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby
- A minimum of 5 years’ experience working in health promotion, public health, or a related field is essential.
- Proven work experience in conducting health promotion programs.
