About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the stat2tory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role
Reporting to the Senior Customer Support Officer, the Customer Support Clerk is responsible for providing timely, professional, and efficient customer service at NCDC service counters and through phone, online, and mail enquiries.

Role Purpose
The role ensures that public enquiries are accurately recorded, responded to, or redirected to the appropriate NCDC teams, while maintaining high service standards. Customer Support Clerk supports the distribution of mail, messages, and newspapers to ensure effective internal communication and a positive customer experience.

Key Responsibilities
  • Deliver courteous, professional, and efficient customer service across in-person, phone, online, and mail channels
  • Accurately record, manage, and redirect customer enquiries, messages, and complaints to relevant NCDC branches
  • Ensure timely distribution of incoming mail, correspondence, and daily newspapers
  • Maintain accurate records of all customer interactions and enquiries
  • Adhere to NCDC customer service standards, policies, and procedures at all times
  • Escalate complex or difficult customer issues to senior officers for resolution
  • Monitor online enquiries and ensure they are forwarded to the correct departments promptly
  • Support a positive customer experience through respectful and professional engagement with the public
Education & Qualifications
  • Grade 10 certificate is mandatory qualification.
  • Grade 12 certificate is the preferred qualification.
  • A certificate or diploma in Business Administration, Public Administration, Customer Service, or a related field is highly desirable.
  • Certification or formal training in customer service or office administration (desirable).
Skills & Knowledge
  • Strong customer service and communication skills (verbal and written)
  • Ability to handle public enquiries and provide accurate information
  • Basic understanding of office administration and records handling
  • Ability to manage multiple tasks in a fast-paced environment
  • Good interpersonal skills for dealing with the public and internal staff
  • Ability to accurately record and relay information without errors
  • Basic problem-solving skills and ability to escalate issues appropriately
  • Understanding of customer service standards and professional conduct expectations
  • Competence in using basic office tools and communication systems (e.g. email, MS Office)
  • Commitment to professionalism, confidentiality, and NCDC service values
Work Experience
  • 1–2 years of experience in a customer service or client-facing role, preferably in a busy environment.
  • Experience handling public enquiries across various channels (in-person, phone, online, and mail).
  • Exposure to managing customer complaints and providing timely, effective responses.
