About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Design Engineer supports the Lead Design Engineer in developing and coordinating civil engineering designs, drawings, and technical documentation for infrastructure projects. The role focuses on delivering practical, buildable designs for roads, drainage, and related works, while coordinating inputs from multiple technical disciplines and supporting project delivery.
Role Purpose
To develop and deliver accurate, integrated, and buildable civil engineering designs and documentation that enable infrastructure projects to progress to tender and construction, supporting the effective delivery of NCDC’s capital works program.
Key Responsibilities
- Prepare and review civil engineering designs for roads, drainage, and infrastructure projects
- Develop design layouts, drawings, and technical documentation aligned with standards and site conditions
- Undertake design calculations and technical assessments to support engineering solutions
- Coordinate inputs from survey, geotechnical, hydrology, and other disciplines
- Liaise with internal teams and drafting staff to ensure accurate and integrated design outputs
- Prepare quantities, cost estimates, and Bills of Quantities for projects
- Support procurement processes, including tender documentation and responding to contractor queries
- Provide technical support during project planning, tendering, and construction phases
- Review site feedback and update designs where required
- Ensure compliance with engineering standards, regulations, and quality requirements
- Use design software (e.g. AutoCAD, Civil 3D) to prepare and review outputs
- Maintain organised design records and documentation
- Minimum: Bachelor’s Degree in Civil Engineering or a closely related field from a recognised institution.
- Preferred: Registration or eligibility for registration with the Institute of Engineers Papua New Guinea (IEPNG) or a recognised professional body.
- Preferred: Additional training or certification in civil design software (e.g. AutoCAD, Civil 3D, Magnet Office) or project management and current active drivers licence (class 3).
- Strong knowledge of civil engineering design principles (roads, drainage, infrastructure systems)
- Ability to prepare and review engineering designs, drawings, and technical documentation
- Strong analytical and problem-solving skills to develop practical engineering solutions
- Ability to interpret survey data, site information, and technical inputs
- Understanding of quantities, cost estimation, and tender documentation processes
- Familiarity with infrastructure project lifecycle from planning to construction
- Proficiency in engineering design software (e.g. AutoCAD, Civil 3D) and Microsoft Office
- Strong coordination and communication skills for working with teams, consultants, and contractors
- Ability to manage multiple projects and meet deadlines
- Strong attention to detail and commitment to quality and accuracy
- Knowledge of relevant legislation, standards, and guidelines (desirable)
- Minimum of five (5) years of experience in civil engineering design, infrastructure projects, or related technical roles.
- Demonstrated experience in preparing design drawings, calculations, and technical documentation.
- Experience working within government, municipal authorities, consulting firms, or infrastructure project environments is desirable.
