Here your skills will be valued - Role Purpose

The District Health Information Officer (DHIO) will work closely with the Maternal Child Health (MCH) Manager to ensure timely and accurate collection, entry, and reporting of maternal and child health and nutrition data from all facilities across Simbu/ ENB Province. The DHIO will strengthen the use of the National Health Information System (NHIS/eNHIS) to support planning, monitoring, and evaluation of maternal and child health activities, while providing technical support to district health managers and Provincial Health Authorities (PHAs) for evidence-based decision-making.

In collaboration with the MCH Manager, the DHIO will contribute to the quality and timely delivery of project outcomes, ensuring that data systems underpin staff management, budget oversight, and capacity building of provincial and facility-based staff. This partnership will reinforce accountability and enhance the effectiveness of DFAT-funded MCH programming across Simbu and ENB Provinces.

Key Areas of Accountability

Data Management

  • Collect, validate, and enter health facility data into NHIS/eNHIS.
  • Conduct routine data quality checks and verification visits.
  • Maintain secure records and ensure confidentiality of patient information.

Monitoring & Evaluation

  • Generate monthly, quarterly, and annual health reports for the district.
  • Track performance indicators including maternal health, child immunization, and nutrition.
  • Support Public Health Authorities in monitoring progress against DLIs (Disbursement Linked Indicators).

Capacity Building

  • Train health facility staff on data entry, reporting tools, and use of tablets/eNHIS.
  • Provide mentorship on data quality, interpretation, and use of health information for decision-making.

Coordination

  • Liaise with Provincial Health Information Officers and NDoH for reporting compliance.
  • Support integration of health information into district planning and budgeting processes.

General Responsibilities

  • Be a role model for safety and security, complying with all workplace safety policies, procedures, and reporting requirements.
  • Participate in and contribute to health and safety awareness and improvements.
  • Identify, document, and manage risks associated with program activities, ensuring appropriate mitigation measures are applied.
  • Carry out any other relevant duties as assigned by the supervisor.

Education Qualifications

Minimum bachelor’s degree in political science, social sciences, development studies, communications, or other relevant field of study. Master’s level education is preferred.

Required Skills, Abilities and Experience

  • At least three (3) years of data-management experience.
  • Experience in working with digital data collection (i.e. Kobo) and data analysis (e.g., Excel)
  • High level of computer proficiency with a particular focus on MS Word, MS Excel, Outlook, PowerPoint.
  • A solid understanding of program logic and the ability to ensure quality implementation of detailed activity plans on time.
  • Strong experience working constructively with government partners.
  • Strong analytical, relationship building, negotiation, and interpersonal skills.
  • Excellent communication/ influencing skills; ability to effectively converse with both technical and operational stakeholders.
  • High level of attention to detail and quality.
  • Strong time management and organizational skills.
  • Strong work ethic and willing to take responsibility for his or her actions.
  • Excellent written and oral communication skills both in English and Tok-Pisin.
  • Ability/willingness to travel to project locations within PNG and operate in basic environments.
