About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role
The Draftsman – Land Surveys supports survey operations by preparing accurate drawings, plans, and mapping outputs from field data. The role ensures survey information is converted into clear, usable formats to support engineering design, planning, and infrastructure development activities.

Role Purpose
To provide accurate drafting and mapping support by converting survey data into reliable drawings, maintaining organised records, and supporting survey teams to ensure timely and consistent delivery of survey outputs.

Key Responsibilities
  • Prepare survey drawings, plans, and mapping outputs based on field data
  • Convert survey data into accurate digital drawings for engineering and planning use
  • Update and revise drawings based on new data or survey instructions
  • Maintain organised records of drawings, plans, and supporting documentation
  • Ensure proper storage, archiving, and version control of survey data and drawings
  • Provide drafting support to Land Surveyors to meet project timelines
  • Liaise with survey, engineering, and planning teams to clarify drawing requirements
  • Use drafting software (e.g. AutoCAD) to prepare and update drawings
  • Ensure all outputs meet required standards, formats, and quality requirements
  • Support continuous improvement of drafting processes and maintain compliance with NCDC procedures
Education & Qualifications
  • Minimum: Certificate or Diploma in Drafting, Surveying, Civil Engineering, or a closely related field from a recognised institution.
  • Preferred: Diploma or Degree in Surveying, Geomatics, Civil Engineering, or related discipline.
  • Preferred: Training or certification in drafting software such as AutoCAD or similar systems.
Skills & Knowledge
  • Strong drafting and technical drawing skills with high attention to detail
  • Ability to interpret survey data and convert it into clear, accurate drawings
  • Proficiency in drafting software such as AutoCAD and Microsoft Office applications
  • Good organisational skills with the ability to manage drawings, records, and documentation
  • Ability to manage multiple tasks and meet deadlines across projects
  • Good communication and teamwork skills when working with survey and engineering teams
  • Understanding of survey drawings, mapping principles, and drafting standards
  • Familiarity with coordinate systems, measurements, and survey data
  • Basic knowledge of engineering and infrastructure projects
  • Awareness of document control, records management, and data handling practices
  • Understanding of relevant standards and guidelines (desirable)
Work Experience
  • Relevant experience in drafting, surveying support, or engineering documentation is desirable.
  • Experience using drafting software and preparing technical drawings is an advantage.
  • Entry-level applicants or recent graduates with appropriate qualifications are encouraged to apply.
