About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Branch Driver supports the delivery of NCDC Branch operations by providing safe, efficient, and reliable transportation services for staff, documents, and materials. The role ensures all travel is conducted in line with road safety regulations, approved procedures, and organisational requirements. By maintaining the assigned vehicle in good condition and supporting logistical needs, the Driver contributes to smooth daily operations and timely execution of Branch activities.
Role Purpose
The role exists to ensure safe and timely transportation of staff, goods, and official documents to support the effective functioning of the Branch. It also ensures proper care, maintenance, and monitoring of the assigned vehicle while providing basic logistical and administrative support when required.
Key Responsibilities
- Provide safe and timely transportation of Branch staff, documents, and materials to designated locations
- Maintain cleanliness, roadworthiness, and operational readiness of the assigned vehicle
- Complete and maintain accurate vehicle logbooks, including mileage, fuel usage, and trip details
- Conduct routine vehicle checks and report faults, maintenance needs, or incidents promptly
- Follow traffic laws, safety protocols, and NCDC transport procedures at all times
- Plan efficient routes to ensure timely arrivals and avoid delays or hazards
- Assist with basic administrative, logistical, and errand-based support for the Branch as required
- Ensure respectful and professional interaction with staff, stakeholders, and external parties during duties.
- Grade 10 Certificate is mandatory.
- Grade 12 Certificate preferred.
- Valid PNG driver’s license (min. Class 3) mandatory.
- Any other formal training in administration, defensive driving or other highly desired.
- Good knowledge of road safety regulations and the Motor Traffic Act requirements
- Ability to operate and maintain light vehicles safely and responsibly
- Basic understanding of vehicle maintenance and routine checks
- Ability to follow instructions, schedules, and assigned routes accurately
- Strong time management and organisational skills
- Ability to complete accurate logbooks and basic records (fuel, mileage, trips)
- Good communication and interpersonal skills when dealing with staff and stakeholders
- Reliability, honesty, and ability to work with minimal supervision while maintaining professionalism and confidentiality
- Commitment to safety, discipline, and adherence to organisational values and procedures
- At least 3 years of professional driving experience for an employer with a clean driving record.
- Experience with transporting sports teams, youth groups, or other related personnel, performing administrative duties, and using a computer is an advantage
