We are seeking a competent and flexible individual to fill the vacant position of Earthworks & Road Maintenance Manager. This position is based in Kimbe, West New Britain Province and reports to the Head of Operations – West New Britain.
EARTHWORKS & ROAD MAINTENANCE MANAGER
Job Purpose:
The Earthworks & Road Maintenance Manager is responsible for planning, directing, and overseeing all activities related to earthmoving operations and the maintenance of road infrastructure. The core purpose of this role is to ensure that roads and associated civil works are constructed, maintained, and repaired efficiently, safely, and to required standards, supporting reliable transportation and operational continuity.
Main Responsibilities:
- Ensure that all earthworks and road maintenance activities are carefully planned, sequenced, and executed within defined timelines to avoid delays and disruptions.
- Planning and allocating site earthwork crews, machinery, and haul trucks to meet strict deadlines.
- Ensuring Road design dimensions (camber, slopes, and elevations) accurately match engineering plans.
- Develop, enforce, and continuously improve QA/QC procedures in line with project specifications, engineering standards, and regulatory requirements.
- Identify defects or non-conformances, implement corrective actions, and ensure proper documentation and reporting of quality performance across all maintenance activities.
- Conducting Job Safety Analyses (JSAs) and managing risk around open excavations and heavy traffic zones.
- Enforce adherence to occupational health and safety (OHS) standards, company policies, and legal requirements across all earthworks and road maintenance activities.
- Prepare and manage budgets for earthworks and road maintenance projects, ensuring efficient allocation of resources (labour, materials, equipment).
- Monitoring fuel consumption, tracking material yields, managing sub-contractor billings, and reporting daily progress to stakeholders.
- Monitor actual expenditure against budget, identify cost variances, and implement cost-control measures to keep projects financially on track.
- Compile regular reports on project costs, resource utilization, progress, and financial performance for management review.
Job Requirements:
- Degree or Advanced Diploma in Civil Engineering, Construction Management, or a related field.
- 5 to 10+ years of hands-on experience in heavy civil construction, specifically focusing on earthmoving, cut-and-fill operations, grading, and road paving.
- At least 3 to 5 years in a supervisory or management role managing subcontractors, surveyors, and heavy machinery operators.
- Proficiency in interpreting civil road design blueprints, grading plans, cross-sections, and surveying benchmarks.
- Deep understanding of soil mechanics, compaction levels, moisture density testing, and material selection (e.g., aggregates, asphalt, concrete).
- Practical knowledge of heavy machinery operation and production capacities (e.g., excavators, bulldozers, graders, compactors, and scrapers).
- Knowledge of stormwater management, sub-grade drainage, culvert installation, and trenching compliance.
- Familiarity with project scheduling software (e.g., Primavera P6, MS Project), CAD viewers, and GPS-guided grading systems (like Trimble or Topcon).
- Ability to work in outdoor, high-noise environments exposed to extreme weather conditions, dust, and heavy machinery vibration.
- Strong physical stamina to navigate uneven terrain, climb into machinery, and perform regular site walkthroughs.
