We are currently looking for a suitable, qualified, experienced, and highly motivated professional to fill the role of Education Technical Specialist to be based in Port Moresby, National Capital District.

PURPOSE OF THE POSITION

MAJOR ROLES AND RESPONSIBILITIES

This role provides technical leadership across the full education grant lifecycle, including framework development, readiness assessments, baseline studies, implementation, and integration of education policies to ensure strong processes, aligned plans, and quality reporting. It oversees education implementation through field support, evaluations, data quality assurance, and consultancy management to ensure results, learning, and credible evidence inform decision-making and grant performance. The role also leads reporting, knowledge management, tools development, learning, and capacity strengthening by supporting staff and partners, disseminating lessons learned, implementing evaluation recommendations, and strengthening education capacity and collaboration at national and sector levels.

Education Grant Framework & Planning

  • Develop the overall framework for grant EDUCATION in accordance to the design document and donor requirements, ensuring an effective EDUCATION framework is in place.

  • Identify the core information needs of grant management, partners, and funding agencies; participate in development of the annual work plan and budget, ensuring alignment with technical strategy so that EDUCATION is aligned to grant objectives and the EDUCATION Plan is in place and budget available on time.

  • Contribute substantial information and analyses to interdepartmental working groups on the education sector, ensuring stakeholders are included in the EDUCATION process as appropriate.

Education Grant Readiness, Design & Baseline Assessment

  • Conduct readiness assessment: the incentives at the system level, the beneficiaries and existing capacity, ensuring strong EDUCATION processes are applied.

  • Give technical lead on the development, processing and administration of the grant projects in the education sector, ensuring the education design and project plan is in place.

  • Provide technical leadership and integrate Grant Education policies and guidelines in the design and implementation of education projects, ensuring EDUCATION reports are available.

  • Identify the requirement for collecting baseline data, prepare terms-of-reference for and arrange the conduct of a baseline survey, as required, ensuring the baseline research report is available.

Education Implementation, Evaluation & Data Quality Assurance

  • Oversee and execute EDUCATION activities with particular focus on results and impacts as well as in lesson learnt, ensuring strong EDUCATION processes are applied.

  • Undertake regular visits to the field to support the implementation of EDUCATION and to identify where adaptations might be needed, ensuring EDUCATION reports are available and include lessons learnt.

  • Clarify and/or facilitate the process for the technical evaluation of the Grant project’s implementation process and progress, ensuring strong EDUCATION processes are applied.

  • Identify the need and draw up the ToRs for specific studies; recruit, guide and supervise consultants or organisations that are contracted to implement special surveys and studies required for evaluating grant effects and impacts, ensuring well-documented and targeted consultancy outcomes, if consultants are hired to support EDUCATION.

  • Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data, ensuring field staff is included in the EDUCATION process as appropriate, and sub-grantees demonstrate the required M&C capacity and produce quality EDUCATION reports

Education Reporting, Knowledge Management & Tools Development

  • Work closely with Project managers/ Coordinators, M & E Coordinator, and the education project team in preparing the progress reports in accordance with approved reporting formats and ensure their timely submission, including quarterly progress reports, annual project reports, inception reports, and ad-hoc technical reports, ensuring reporting is submitted on time.

  • Prepare consolidation progress reports for grant management, including identification of problems, causes of potential bottlenecks in the project implementation, and providing specific recommendations, ensuring high-quality reporting is in place with actionable next steps and learning and major challenges are anticipated and mitigation actions planned.

  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions to improve knowledge management activities, ensuring high-quality reporting is in place with actionable next steps and learning.

  • Draft tools/manuals (eg. Teacher Training, Coaching, etc.) and their revisions as well as data collection procedures (eg. logical framework, project performance tracking, indicators, data flow chart, EDUCATION manuals), ensuring teacher training manuals, coaching guide/tools reviewed and updated.

Learning, Evaluation & Capacity Strengthening

  • Design and implement a system to identify, analyze, document and disseminate lessons learned, ensuring lessons learnt and refresher training are well documented and include NO stakeholders and proper communication of EDUCATION findings at all levels.

  • Monitor the follow up on evaluation recommendations, ensuring evaluation recommendations are implemented.

  • Support project/program staff on ways to properly document, organize and capture program progress, ensuring proper communication of EDUCATION findings at all levels.

  • Facilitate, act as resource person, and join, if required any technical supervision and evaluation initiatives, ensuring EDUCATION expertise is available to the grants team and stakeholders.

  • Organize (and provide) refresher training in EDUCATION for grants staff, implementing partners, local organizations and primary stakeholders with view of strengthening local EDUCATION capacity, ensuring EDUCATION Capacity is provided to grants team and stakeholders and local expertise is built.

  • Network with external and WV internal partners to promote learning and achieve EDUCATION excellence, ensuring external networking is in place and WV represented in relevant TWGs and cluster (eg. Education Cluster).

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • Advanced degree (Master’s) in Education, Economics, Public Policy or closely-related Social Science field from an internationally recognized university, or bachelors degree with equivalent experience

  • At least 10 years of professional experience in the successful development and implementation of literacy and/or community education/early learning programs, education policy development; including at least 3 years of experience providing technical leadership in education for large, complex grant-funded projects involving multiple partners in developing countries

  • Minimum of 5 years of experience living or working in a developing country is desirable; experience living or working in a Pacific island nation is preferred

  • Experience working with government agencies and non-governmental partners to address sector challenges and drive education reforms

  • Experience with programming to address gender and protection concerns and programming for very young children and adolescents/youth required

  • Proven experience in mentorship and staff capacity building

  • Experience providing direct instruction for elementary- or primary-school-aged children

  • Experience leading capacity building initiatives and/or developing adult education materials for low-literacy audiences

  • Strong knowledge in literacy and learning; specific experience in one or more of the areas of materials development, conduct of teacher training, teacher education and/or language and literacy policy reform is desired

  • Strong analytical skills required

  • Proven skills in report writing

  • Fluency in English is required.

  • Strong interpersonal, writing and oral presentation skills in English are also required.

  • Professional working proficiency in Tok Pisin is viewed as an asset

  • Teaching experience.

  • Development of Manuals/tools for teacher capacity building/development especially in the areas of literacy and numeracy as well as coaching.

  • Regular travel to field offices and communities in Provinces required

  • Willingness to work in insecure environments
