About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Electrical Engineer – Road Asset Maintenance is a specialized technical leadership position within the National Capital District Commission (NCDC) under the Engineering & Infrastructure Directorate, classified as NC.12. Based at Tarpot, 4 Mile, the role reports directly to the Manager – City Works and involves the supervision of both internal subordinates and external contractors. This position requires extensive expertise—typically 7 to 10 years of experience—in civil engineering and project management to effectively monitor and evaluate the maintenance and construction of road-related infrastructure. Key responsibilities include executing detailed maintenance plans, coordinating emergency responses for electrical failures, and leading improvement projects designed to enhance the reliability of the city’s electrical assets.
Role Purpose
The primary purpose of this role is to oversee the maintenance, operational functionality, and performance of critical road assets throughout the NCDC to ensure public safety and urban efficiency. The Electrical Engineer is specifically responsible for the upkeep and reliability of traffic lights, streetlights, and street furniture, ensuring all systems adhere to road regulatory standards. By facilitating seamless coordination between internal technical teams and external contractors, the role aims to minimize infrastructure downtime and implement strategic upgrades. Ultimately, the position exists to maintain a safe and well-lit transit environment for the residents of Port Moresby, contributing directly to the Commission’s vision for a modernized city.
Key Responsibilities
- Project Management & Operational Reliability: Ensure and maintain the continuous and safe operation of traffic lights, streetlights, and street furniture (including bus stops, signage, traffic signs, bins and bollards, sculptures), ensuring these critical road assets are functional, well-maintained, and compliant with all relevant standards and regulations.
- Lead and Coordinate Maintenance Activities: Oversee and coordinate both internal teams and external contractors in the planning, budgeting, scheduling and execution of maintenance and repair projects, ensuring timely and cost-effective delivery while adhering to quality and safety standards.
- Innovation and Continuous Improvement: Identify and implement opportunities for technological advancements and process improvements in road asset management, enhancing efficiency, improving reliability, reducing costs, and improving service delivery to the NCD community.
- Minimum: Trade Certificate in Electrical Engineering also highly desired.
- Preferred: Bachelor's degree in Electrical Engineering, or related field.
- Minimum: Must have Driver’s License (minimum Class 3)
- Preferred: Membership with the Institution of Engineers PNG highly desirable
- Must have Grade 12 Certificate
- Technical Expertise in Road Asset Management: In-depth knowledge of the maintenance, repair, and operation of road assets, including traffic lights, streetlights, and street furniture, to ensure they are managed efficiently and effectively.
- Project and Contractor Management: Strong knowledge of project management principles, including planning, budgeting, and scheduling, as well as experience in managing contractors to ensure they adhere to contracts and deliver high-quality work.
- Risk Management and Contingency Planning: Expertise in identifying potential risks associated with road asset maintenance, as well as developing and implementing contingency plans to mitigate disruptions and emergencies.
- Stakeholder Engagement and Communication: Proficient in collaborating with various internal and external stakeholders, including government agencies, contractors, and the public, to align maintenance activities and ensure effective communication and coordination.
- Regulatory and Compliance Standards: Comprehensive knowledge of regulations relevant to road asset needs and maintenance; including Physical Planning Act (1989), Land Act (1996), Road Traffic Act (2014), National Water and Sewerage Act (1986), National Water Supply and Sanitation Act (2016), Road (Management & Fund) Act 2020, National Roads Authority Act (2003), National Capital District Commission Act (2001)
- Proficient knowledge in project management software, CAD software and Microsoft Office Suite.
- Strong project management skills, with a track record of successfully delivering projects on time and within budget and very critical with attention to detail.
- Self-driven, disciplined, organised and motivated, able to work with minimal supervision to deliver quality strategic outcomes in a demanding and high-pressure environment.
- Strong leadership, communication, interpersonal and conflict resolution skills to coordinate contractors and staff with fairness, sensitivity, tact, discretion and confidence.
- A drive for continuous improvement towards new effective and efficient processes.
- Experience in the preparation of detailed and accurate design plans and technical reports.
- Ability to maintain confidentiality and demonstrate high levels of ethical conduct and honesty.
- Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby.
- At least 7 – 10 years of experience in Civil Engineering and project management roles, particularly in areas of road asset maintenance and/or construction
- At least 3-5 years in a leadership role supervising contractors & staff.
- 3-5 years of contractor and project management and monitoring and evaluation of contractors.
