Context:
Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM has been operating in Papua New Guinea (PNG) since 2001, working on complex emergencies, providing humanitarian relief, and building capacity of the Government. Operating through its head office in Port Moresby and field offices throughout the country, IOM’s programmes focus on disaster management, emergency preparedness and response, counter-trafficking in persons, assisted voluntary return and reintegration, migration and border management, migration health and integration. Under the overall guidance of the Chief of Mission and Emergencies and Disaster Management (EDM) Coordinator and direct supervision of the Field Office Coordinator, the incumbent will provide day to day Disaster Risk Reduction (DRR) programmatic support service, with high quality, accuracy, and consistency of work |
Core Functions / Responsibilities
- Coordinate with other UN agencies, government authorities, partner NGOs and civil societies in the Morobe province to collectively and effectively implement activities.
- Conduct monitoring on the recovery of people affected by recent natural hazards and other crises in Morobe Province.
- Where applicable, directly supervise daily operations of project staff in the same sub-office with the guidance from the Field Office Coordinator in
- Organize and conduct field level monitoring and other information/data collection missions in coordination with the project team.
- Provide inputs for future project development initiatives related to recovery and resilience of the communities affected by recent natural hazards and other disaster crises.
- Participate in regular coordination meetings with other humanitarian actors and local authorities and provide reports to the regional focal point and EDM Unit in Port Moresby so to enable IOM to provide timely update to Clusters, Donors, UN and other partners. Coordinate directly with the Provincial Disaster Centre to provide technical support to disaster-affected and at-risk communities to develop their CBDRM plans, and implement the CBDRM plans namely:
- Establishment and participation of community-level task forces such as Community Based Disaster Management Committees,
- Implementation of community-based disaster risk awareness campaign and development of community based resilient projects and programs.
- Implementation of community project identified through CBDRM intensive planning
- Design and conduct emergency simulation exercise at community level using the indigenous early warning knowledge and implement new early warning system through the installation of rainfall monitoring gauges and flood markers.
- Support the Provincial Disaster Centre and District authorities and local communities to implement their CBDRM Plans and their standard operational procedures (SOPs).
- Provide technical support to local authorities in disaster offices, decision makers and local councilors to establish/reinforce their emergency preparedness and response command system.
- In coordination with the Project Team and relevant stakeholders to plan and manage IOM’s emergency responses in Morobe Province, focusing on shelter, and NFI interventions, including targeting, registration, verification, distribution, and reporting.
- Conduct need assessment using IOM’s Displacement Tracking Matrix (DTM) tool to identify sectoral needs, prepare situation report and provide actionable recommendations to enhance response effectiveness and guide future interventions.
- Support the efforts by provincial and local authorities and communities in monitoring and coordinating resilience agriculture interventions in the communities affected by recent natural hazards.
- Communicate the progress in the field and raise issues and concerns weekly to the Momase region focal point and the EDM Unit in Port Moresby for timely action.
- Follow up on the timely submission of monthly financial expenditure report, asset inventory check list, staff timesheets and vehicle logbook to the Resource Management Units in Port Moresby.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- University degree in Environmental Science, Agriculture, Development Studies, or a related field with four years of relevant experience.
- Alternatively, a high school certificate with six years of relevant experience.
Experience
- At least 4 years of experience in Disaster Response activities including, shelter solutions, WASH, DRM/DRR, transition and recovery, community development and IDPs.
- Good knowledge of data management and analysis software, and database management tools and applications
- Knowledge of Disaster Risk Reduction (DRR), community stabilization and (re) integration activities, and development issues
- Proven experience in results-based M&E and reporting
- Experience in designing capacity building events and facilitating training sessions for a variety of audiences.
- Experience in liaising with governmental authorities as well as with national institutions or service providers
- Experience in counselling and peace reconciliation processes is an advantage.
- Experience in facilitating consultative meetings and collecting qualitative and quantitative data is an advantage.
Skills
- Excellent written and oral communication skills in English
- Good interpersonal communication and presentation skills.
Languages
For this position, fluency in English is required. Working knowledge of Tok Pisin would be an advantage.
