About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Engineer – Roads and Drainage Maintenance (MNE) is a senior technical position within the City Maintenance Branch of the City Planning & Infrastructure Directorate. Located at Tarpot, 4 Mile, this role operates in both office-based and field-based environments, requiring a balance of strategic planning and on-site execution. The position is responsible for managing a dedicated team of staff and contractors while operating within approved budgets and using specialized field equipment. As a senior engineer, the role involves navigating complex regulatory frameworks and resisting external pressures to maintain the highest ethical standards and professional integrity.

Role Purpose

Reporting directly to the City Maintenance Manager, the primary purpose of this role is to identify, plan, coordinate, and evaluate maintenance and minor construction projects for existing roads and drains within the Moresby North-East (MNE) electorate. This includes overseeing stormwater and roadside drainage, road sealing, pothole patching, bituminous repairs, and road furniture maintenance. The role ensures that all works—whether performed by internal labour teams or external contractors—are delivered according to engineering standards, legislative codes, and contract terms, ultimately aiming to enhance the quality of infrastructure services for the citizens of Port Moresby.

Key Responsibilities
  • Project Management & Technical Expertise: Lead and manage construction projects from initiation to completion, including identifying, planning, scheduling, budgeting, and resource allocation and also to provide technical guidance and support to project teams in areas such as formulation of engineering drawings, materials selection, construction methodologies, and quality assurance.
  • Stakeholder and partner engagement: Foster positive relationships with clients, contractors, suppliers, and regulatory authorities to facilitate effective communication and collaboration throughout the project duration.
  • Site Supervision and compliance: Conduct thorough reviews of project drawings, specifications and contract terms to ensure compliance with regulatory requirements, industry standards, and best practices and manage construction activities on-site to monitor progress, resolve technical issues, and ensure adherence to project plans and specifications.
Education & Qualifications
  • Minimum: Bachelor’s Degree in Geographic Information Systems (GIS), Cartography, Physical Science, Geography, Surveying, or a related discipline from a recognised institution
  • Preferred: Bachelor’s Degree plus postgraduate qualifications, certifications, or a Master’s in GIS, Urban Planning, Spatial Sciences, or Geospatial Engineering
  • Valid Driver’s Licence (Class 3) – advantageous
Skills & Knowledge
  • Knowledge and experience in the Civil Engineering including the planning of roads, traffic flow, storm water movement, car parking provision, driveway access, water and sewerage planning and associated construction and maintenance techniques.
  • Knowledge of construction methods, processes and material selection.
  • Knowledge and ability to create, interpret and review road and drainage engineer plans and drawings and confirm drawing plans to actual works conducted.
  • Knowledge and understanding of Occupational Health Safety and requirements.
  • Knowledge of the Acts and Regulations relevant to engineering and planning; including Physical Planning Act (1989), Land Act (1996), Road Traffic Act (2014), National Water and Sewerage Act (1986), National Water Supply and Sanitation Act (2016), Road (Management & Fund) Act 2020, National Roads Authority Act (2003), National Capital District Commission Act (2001)
  • Proficient knowledge in project management software, CAD software and Microsoft Office Suite.
  • Strong project management skills, with a track record of successfully delivering projects on time and within budget and very critical with attention to detail.
  • Self-driven, disciplined, organised and motivated, able to work with minimal supervision to deliver quality strategic outcomes and motivate and inspire team members under your leadership.
  • Strong leadership, communication, interpersonal and conflict resolution skills to coordinate contracts and staff with fairness, sensitivity, tact, discretion and confidence.
  • Ability to network and form partnerships with external stakeholders at all levels.
  • A drive for continuous improvement towards new effective and efficient processes.
  • Experience in the preparation of detailed and accurate design plans and technical reports.
  • Ability to meet demands and deadlines, work under high pressure, maintain confidentiality, and demonstrate high levels of ethical conduct and honesty.
  • Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby.
Work Experience
  • At least 7 – 10 years of experience in Civil Engineering and project management roles, particularly in areas of roads and drainage maintenance and/or construction
  • At least 3-5 years in a leadership role supervising contractors & staff.
  • At least 3-5 years in contractor management and monitoring and evaluation of contractors
