About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Events Support Officer is an entry-level operational position within the PR, Media and Events Branch of the Corporate Affairs Directorate. Based at the Annex Building at City Hall in Waigani, the role acts as a logistical backbone for the Commission's formal engagements. The position requires a highly organized individual capable of managing the preparation, physical setup, and on-the-day execution of events. It involves significant coordination with service providers for catering, equipment, and venue arrangements, requiring the officer to be reliable, proactive, and capable of maintaining professional conduct while representing the NCDC.
Role Purpose
Reporting to the Coordinator – Public Engagements and Events, the primary purpose of this role is to ensure that smaller-scale NCDC events and internal functions are well-organized, professionally presented, and delivered according to NCDC protocols. The officer is specifically responsible for the logistical delivery of PR events, official announcements, media launches, ribbon-cutting ceremonies, and internal meetings. By managing these activities independently or as part of a larger team, the Events Support Officer helps maintain the Commission’s public image and ensures that formal engagements run smoothly and efficiently.
Key Responsibilities
- Delivery of Small-Scale and Internal Events: Coordinate and deliver assigned small-scale and internal NCDC events in a professional and organised manner, ensuring activities are conducted in accordance with approved plans, schedules, and NCDC standard.
- Event Logistics and Operational Support: Manage event logistics for assigned activities, including venue bookings, setup, catering, equipment, and on-site coordination, to ensure events run smoothly and meet operational requirement.
- Compliance, Accountability, and Professional Conduct: Ensure all event activities, resources, and documentation are managed in line with NCDC policies, safety requirements, and ethical standards, including accurate record-keeping, reporting, and responsible use of resources.
- Minimum: Grade 12 certificate and a Diploma in Event Management, Public Relations, Communications, Business Administration, or a related field.
- Preferred: Bachelor’s degree in Event Management, Public Relations, Communications, Business Administration, or a related field.
- Preferred: Current drivers license (minimum class 3).
- Preferred: Additional short courses or certification in event planning, project coordination, workplace safety, or basic risk management.
- Event Support and Coordination: Practical understanding of event logistics, setup, and on-the-day delivery for small-scale and internal events.
- Policies and Procedures: Working knowledge of organisational procedures relating to event delivery, safety, procurement, and use of facilities.
- Procurement Awareness: Basic understanding of procurement processes, supplier engagement, and responsible use of organisational resources.
- Safety and Risk Awareness: Awareness of basic safety requirements, risk considerations, and incident reporting relevant to events and public gatherings.
- Stakeholder Interaction: Understanding of appropriate engagement with internal staff, service providers, invited guests, and the public during official events.
- Communication Skills: Clear verbal and written communication skills to coordinate event requirements and liaise with internal staff and service providers.
- Organisational Skills: Ability to plan and manage multiple tasks, schedules, and event requirements concurrently.
- Problem-Solving: Ability to respond to practical issues during event preparation and delivery in a calm and solutions-focused manner.
- Interpersonal Skills: Ability to work cooperatively with colleagues, service providers, and stakeholders in a professional setting.
- Attention to Detail: Care and accuracy in coordinating event logistics, documentation, and setup requirements.
- Professional Conduct: Demonstrated reliability, integrity, and professionalism when representing NCDC at events and internal functions.
- Technical Skills: Basic proficiency in office software and tools used for scheduling, documentation, and communication.
- Dedication: Strong dedication to the advancement of NCDC, its goals, vision, and the development of Port Moresby.
- Minimum of 1–2 years’ experience in event support, event coordination, hospitality, administration, or a related role.
- Experience supporting events, meetings, or functions within a corporate, government, community, or service-based environment is desirable.
