In four of these areas, Field Managers provide leadership and oversight to the programming and teams in that area.

Here your skills will be valued - Role Purpose

Reporting to the Program Operations Director, Field Managers are responsible for effectively leading and overseeing program delivery and support functions (finance, supply chain, admin) in their respective locations / provinces. The FM is responsible for ensuring quality program delivery that is on time and within budget in their respective locations, as well as overseeing effective support functions. FMs report directly to the Program Operations Director and generally provide direct line management of program and support leads in their site. FMs are also responsible for overseeing the implementation of programs / projects in their provinces which do not have a designated lead in that province. The FM will serve as a member of Save the Children in PNG’s Extended Management Team (ESMT) and will play am important humanitarian leadership role in the even of any humanitarian emergency or situation.

Key Areas of Accountability

Project Implementation and MEAL

  • In collaboration with provincial and program leads, ensure that program staff are supported and guided to deliver on project goals, objectives, expected results and donor requirements.
  • Ensure that all program staff are delivering activities using standardized tools and processes (with exceptions for specific donor requirements).
  • Host and coordinate senior management and/or technical support visits as feasible, ensuring that such visits are used as opportunities to strengthen processes and quality programming.
  • Guide and support project/program leads and teams to fully understand their project budgets, and to analyse expenses, classifications, and variances each month, with actions taken as needed.
  • Work with the MEAL team leadership to ensure that MEAL staff are fulfilling their functions effectively, helping to monitor quality programming, data collection and learning, and ensuring that beneficiary feedback mechanisms are fully functional and used.
  • Help coordinator program reflection and learning activities in collaboration with MEAL and technical teams, with learning shared across the country office.
  • Serve as a provincial lead for projects that are implemented but do not have a lead in that province.

Oversight of Support Functions

  • Oversight of and support to all financial functions in that office, in consultation with the national finance team, ensuring they adhere to Save the Children and donor-specific financial policies and procedures. Ensure all staff in the field office comply with policies at all times.
  • Oversight of all supply chain and admin functions, including procurement, asset and warehouse management, and fleet management, in line with Save the Children policies and procedures.
  • In collaboration with the P&C team, ensure that all HR policies and procedures are followed, and that staff performance (KPI) plans and reviews are completed according to schedule.
  • Serve as a security and risk management focal point for the field office, ensuring full adherence to safety and security procedures, and liaising regularly with the security team at national level.

Leadership:

  • Foster a strong understanding and daily practice of Save the Children’s values, country strategy and quality standards within the provincial team, also serving as a role model.
  • Serve as a member of Save the Children in PNG’s Extended Management Team (ESMT).
  • Foster a strong culture of collaboration between the program, MEAL, and support functions, and provide opportunities for all functions to contribute to quality program delivery
  • Seek opportunities to advance Save the Children’s Country Strategy in the province where possible, and in consultation with the program quality / new business development team. Assist with the development of new proposals as needed and requested.
  • Ensure adherence to policies and procedures; lead in security and risk management.

External Relations; Stakeholder Management

  • Build strong relationships with key sub-national stakeholders, including provincial and district government, relevant CSOs and FBOs, academic institutions and the private sector.
  • Foster a culture of external collaboration among the provincial team and encourage staff to build relationships with key stakeholders at all levels.
  • Work with the provincial teams to strengthen and maintain positive, mutually respectful relationships with partners and stakeholders working directly with SC’s programs.

General

  • Ensure full compliance (self and team) with Save the Children’s/ donor policies and procedures.
  • Hold regular team meetings and 1-to-1 meetings with direct reports, which are documented.
  • Any other tasks as needed and requested.

Child protection and safeguarding requirements

  • Maintain a child safe environment at the workplace and safeguard children’s rights, acting in the best interests of children at all times.
  • Maintain compliance with Save the Children’s Child Safeguarding Policy, Code of Conduct, and PSEAH policies and reporting processes among staff and volunteers.
  • Act as a role model by demonstrating highest standards of behaviour towards children in private and professional life.

  • Minimum bachelor’s degree, post-graduate education is an added advantage
  • A minimum of seven (7) years’ work experience – preferably in an NGO environment, and with at least two years managing a field office or sub-office and team.

  • Strong financial management skills; able to analyse financial reports and build budgets/ forecasts.
  • Experience managing diverse teams in remote environments and building capability.
  • Ability to identify and manage risks (safety/security and others) in a complex, dynamic context.
  • Excellent communication and influencing skills with both technical and operational stakeholders.
  • Experience working with local and government partners, building trust and positive relationships.
  • The ability to effectively coordinate resources and drive outcomes quickly.
  • Solid computer skills: word, excel, powerpoint, etc.
  • Good communication skills both in English and Tok-Pisin; excellent writing / documentation skills.
