About the Organisation and the Project

The South Pacific Community (SPC) — the region's principal intergovernmental organisation, working across the Pacific since 1947 — and the Global Green Growth Institute (GGGI), a treaty-based international body supporting sustainable development, have partnered with Papua New Guinea's Department of Agriculture and Livestock (DAL) to deliver the Agriculture Sector Support Activity (ASSA).

Formally known as the Adaptation of Small-Scale Agriculture for Improved Food Security of Resilient Communities in Papua New Guinea, ASSA is a landmark, multi-year initiative that will work directly with farming communities across Enga, Milne Bay and New Ireland Provinces. Its purpose is to strengthen food security, build climate-resilient agricultural practices and help communities better anticipate, prepare for and respond to climate variability and climate-related shocks — with DAL acting as the Implementing Agency and SPC and GGGI providing funding and technical backing.

About This Recruitment

To build the team that will lead this work, ASSA has partnered with Peopleconnexion to manage end-to-end recruitment for its Project Management Unit (PMU) — a ten-person team responsible for delivering the project on the ground. These roles give you the opportunity to contribute to regional or national impact, and the chance to be part of a program that will shape climate adaptation practice in PNG agriculture for years to come.

About the Role

Sound financial stewardship is what makes a project like ASSA credible — to government, to donors and to the communities it serves. As Finance and Procurement Manager, you will lead all financial planning, budgeting, procurement and contract administration for the project, protecting its financial integrity while enabling the PMU to deliver with confidence and pace.

Key Responsibilities

• Oversee project financial performance, budgeting, expenditure management and resource allocation.
• Lead compliant, efficient procurement and contract management processes.
• Establish and maintain strong financial controls, systems and governance arrangements.
• Manage audits, reviews and assurance processes, and ensure recommendations are actioned.
• Ensure compliance with Adaptation Fund, SPC and PNG Government financial requirements.
• Provide trusted financial advice to project leadership and the PMU.

What You'll Bring

• A bachelor's degree in accounting, finance, commerce, business, procurement, economics or related field; professional accounting/finance/procurement membership highly regarded.
• A demonstrated record of managing significant budgets and financial resources in complex operating environments.
• Experience delivering compliant procurement processes and strengthening financial controls.
• Experience supporting donor-funded projects, public sector programs or major organisational initiatives.
• A meticulous, transparent and accountable approach to managing public and donor funds.
