About PNG-Australia Strongim Wok Long TVET (SWLT)

The PNG–Australia Strongim Wok Long Technical and Vocational Education and Training (TVET) (SWLT) program is a four-year, AUD 80 million investment by the Australian Government Department of Foreign Affairs and Trade (DFAT) to support Papua New Guinea’s (PNG) efforts to strengthen its TVET sector. Aligned with PNG’s national priority to build an educated and skilled workforce for resilient economic growth, SWLT aims to enhance the quality, relevance, and inclusiveness of skills development. The program supports improvements in national quality assurance systems, technical college standards, graduate employability, and Australia’s visible and trusted development partnership with PNG.

The program aligns with the broader goals of the Australia–PNG Development Partnership Plan 2024–2029, which emphasises locally led development, education investment, and inclusive growth, as well as PNG’s Higher and Technical Education Reform Act 2020.

This Opportunity

As Finance Coordinator you will be responsible for supporting the delivery of SWLT’s financial operations by carrying out day-to-day finance tasks.

This will include:

  • Process and record financial transactions in accordance with Palladium corporate systems and procedures, such as in Deltek Costpoint
  • Maintain accurate and up-to-date financial records, including receipts, invoices, and expense documentation
  • Assist with the preparation of financial reports and statements of expenditure as required by the Finance Manager
  • Support the Finance Manager in monitoring project expenditure and managing budgets
  • Assist with payroll systems by reviewing payroll data and reports as required
  • Prepare and submit funds transfer requests and manage petty cash systems under supervision
  • Support provincial offices, when established, with finance tasks and queries as directed
  • Ensure compliance with internal controls and contribute to risk management efforts
  • Support the Finance Manager to educate team members on fraud control prevention measures and identify gaps in policies and procedures that would make fraud more likely
  • Participate in financial audits and provide requested documentation as required
  • Support SWLT to be climate friendly by thinking about and implementing ways to reduce waste and use environmental practices
  • Contribute to our office learning culture by seeking out knowledge, sharing fresh perspectives and ideas and taking initiative in problem-solving
  • Understand and contribute to SWLT gender equality, disability and social inclusion (GEDSI) objectives as relevant to this role and participate in GEDSI learning and engagement as required
  • Adhere to DFAT and Palladium safeguarding standards and policies and commit to prevent harm, and commit to promoting safe, inclusive environments, including reporting concerns appropriately
  • Understand and work in line with SWLT principles[1] at all times.

About you

You will demonstrate proven experience in the following areas:

  • Relevant work experience in financial administration, bookkeeping, or accounting support, largely autonomously
  • Ability to work with finance systems and software (e.g. Microsoft Excel, accounting platforms).
  • Strong attention to detail and accuracy in financial record-keeping
  • Highly developed verbal and written communications skills, with a demonstrated ability to establish and maintain effective working relationships with a diverse range of colleagues
  • Experience working regionally, with knowledge of Papua New Guinean financial institutions preferred
  • Participation and positive engagement in diverse teams, supporting a results-driven culture of learning and inclusion, and a demonstrated ability to work autonomously.
  • Demonstrated experience to principles or values of inclusion, positivity and flexibility.

Desirable experience

  • Experience using Deltek Costpoint to manage financial operations, including budgeting, forecasting, general ledger maintenance, accounts payable/receivable, and project cost tracking.
