Finance Manager – Goroka Based
CARE International in PNG is recruiting for a Finance Manager position and its based in Goroka. CARE is an international development and humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organisation, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.
The Finance Manager will provide effective leadership of the Finance and Grants team in CARE PNG. The FM is also responsible for all aspects of the financial and grants management, working collaboratively with Logistics and Program teams to ensure consistent compliance with the CARE Australia COFM (Country Office Finance Manual), Contracts Management Policy, CIPNG local policies, procedures and donor regulations.
The Finance Manager works under the direction of the Country Director, will lead and manage the Finance and Grant functions for the country office ensuring efficient accounting, cash management, payroll, budgeting, financial processes and donor grant reporting and acquittal.
The FM provides effective support to SMT (Senior Management Team) including timely management reports to achieve optimal management of financial resources and effective financial management risk in place.
This role will foster effective communication, coordination and collaboration within the Finance, Grants and other finance teams across the Organisation.
SELECTION CRITERIA
- Minimum Bachelor’s degree in Accounting or equivalent and/ or a 7-8 years relevant work experience, in finance and grants for an International Non-Government Organisation (INGO);
- Qualified Certified Practicing Accountant (CPA);
- Knowledge of relevant accounting standards and PNG laws and regulations;
- Demonstrated high level organisational, financial and time management skills, including the ability to plan and manage workflows; work under pressure and balance competing priorities to meet reporting deadlines in a complex working environment;
- Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity;
- Proven understanding of working with an International Non-Government Organisation (INGO);
- Representational skills including developing networks and relationships with key stakeholders;
- Fluent oral and written communication skills in both Pidgin and English; and
- Fully conversant with Microsoft Office 365 and financial management software, preferably SUN
