The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview
CHAI PNG is seeking a Finance Officer to provide critical support in the day-to-day financial operations of the country office. Reporting to the Finance and HR Coordinator, the Finance Officer will manage accounting processes, monitor budgets, support donor compliance, and ensure accurate and timely reporting. This role is key to maintaining the financial health and integrity of CHAI’s operations in PNG and ensuring effective use of resources for program impact.
The ideal candidate should be detail-oriented, organized, and able to work independently in a fast-paced environment.
Roles & Responsibilities:
- Prepare and maintain accurate financial records in accordance with CHAI policies and donor requirements.
- Prepare monthly, quarterly, and annual financial reports for management and donors.
- Support monthly account closures, including bank reconciliations and review of transactions.
- Assist with variance analysis and expenditure tracking to inform decision-making.
- Support financial forecasting, budget revisions, and cash flow projections.
- Maintain appropriate documentation for all financial transactions to ensure audit readiness.
- Assist with development and monitoring of project and operational budgets.
- Ensure compliance with internal controls, financial policies, and donor regulations.
- Provide financial inputs to program teams during planning and implementation stages.
- Support field officers on all financial related matters.
- Monitor spending against budgets and flag deviations for timely corrective actions.
- Process payments to vendors and service providers after verifying invoices and approvals.
- Track accounts receivable and ensure timely documentation of incoming funds.
- Perform reconciliations and resolve discrepancies in financial records.
- Prepare supporting documentation for internal and external audits.
- Support the submission of monthly and annual tax obligations (GST, SWT) in compliance with PNG tax laws.
- Assist in the filing of annual returns and other statutory reports as required.
- Liaise with banks and ensure accurate banking records and reconciliations.
- Provide finance-related support and training to staff, as needed.
- Support the transition to or implementation of financial management systems and tools.
- Any other responsibilities assigned by the Finance and HR Coordinator from time to time.
Qualifications
- Bachelor’s degree in accounting, Finance, or related field.
- At least 3 – 5 years of experience in financial management, preferably in an NGO or international development setting.
- Strong understanding of accounting principles, donor compliance, and financial reporting.
- Proficiency in accounting software (QuickBooks, MYOB, or similar) and Microsoft Excel.
- Knowledge of PNG tax laws and financial regulations is desirable.
- Strong analytical skills and attention to detail.
- Excellent communication skills, both written and verbal.
- High level of integrity and discretion in handling sensitive financial information.
- Ability to manage multiple priorities and meet deadlines with minimal supervision.
