WaterAid has been operating in Papua New Guinea (PNG) since 2004, working with local partners and the government to increase access to gender sensitive, socially inclusive and climate resilient water, sanitation and hygiene (WASH) services. WaterAid PNG’s geographic focus is in the National Capital District, and Central Province in the Southern Region and East Sepik Province.

WaterAid works through supporting local organisations and government authorities to design and demonstrate appropriate and sustainable WASH programs. WaterAid also seeks to influence policy change through government and other key sector actors to secure and protect the right of poor people to safe, affordable water and sanitation services.

Position Summary

The Finance Officer will work as part of the Operations Team and report to the Senior Grants Accountant supporting in the financial management area. The Operations Team is a key part of the WaterAid team, enabling effective and efficient implementation of WaterAid’s programs and activities.

Key Accountabilities

Financial Accounting, Reporting and Control

  1. Providing financial support to the Operations Manager and the Leadership Team.
  2. Drafting and managing correspondence as appropriate to support the Operations Team.
  3. Undertaking other tasks as required to support the effective implementation of the Country Program.
  4. Supporting the Operations Manager with daily tasks including preparation and processing of payments, maintaining the general ledgers. Ensuring that all payment vouchers are approved by the Country Directors before payment
  5. Supporting the Operations Manager and Senior Grant Accountant to provide finance training to build capacity of WaterAid PNG staff and partners.
  6. Filling of payment vouchers with supporting documents in the shared folder.
  7. Follow up with suppliers when there’s missing supporting documents during the time of providing payment receipts to the suppliers.
  8. Working with the Operations Manager and Senior Grant Accountant on internal and external audit.
  9. Ensure all payments complete all Anit-Terrorism Checks
  10. Lead the Finance Compliance using the Finance Compliance Checklist to ensure all documentation are in place before and after authorization of payment
  11. Support the Senior Grants Accountant and Operation Manager to conduct budget conversions and budget reforecast on WAPS
  12. Weekly checking of payment vouchers in Sun System folder ensuring all codes are correct, GST taken up and it’s all formulated for uploading
  13. Uploading payment journals to Sun System on a weekly (Fridays) basis once payment is done.
  14. Creating payments on Corporate online banking when required.
  15. Uploading payroll journals to Sun System on fortnightly basis
  16. Uploading staff NCSL fortnightly contributions on fortnightly basis
  17. Uploading staff Nasfund contributions on a monthly basis
  18. Remit SWT and file GST to IRC and ensure IRC documentation are up to date and safely stored
  19. Processing of staff payroll on Able Payroll software/Able Payroll Online
  20. Sending staff payslips on a timely basis
  21. Assisting and working along-side with Operations Manager on monthly and quarterly reports
  22. Other duties directed by Operations Manager or Country Director
  23. Supporting programs team when required

Qualification, Skills & Attributes (Key Capabilities/Selection Criteria)

Essential

Experience

  • Diploma/ bachelor’s degree in finance or business management.
  • Minimum of three years’ work experience in a similar role supporting finance and administration.
  • Demonstrated experience in implementing accounting systems

Knowledge and skills

-- Proficient with the use of Microsoft Word, Excel and Outlook.

-- Excellent written and verbal communication skills in both English and Tok Pisin.

-- Excellent time management skills, flexibility, and an ability to prioritise tasks

  • Excellent communication and interpersonal skills
  • An ability to manage confidentiality and handle sensitive information
  • Attention to detail

Education

-- Completion of a diploma/degree course in a relevant area, ideally in finance or business management or related field.

Physical Environment and Demands

Ergonomic work stations within an open plan office.

Level of contact with children

The position will be required to maintain WaterAid child safeguarding principles and standards at all times.
