Family Health International (FHI 360) is a United States-based, non-profit human development organization dedicated to improving lives in more than forty countries worldwide. In Papua New Guinea (PNG), FHI 360 works with local and international partners to deliver high-quality and innovative interventions in the areas of HIV/AIDS, global health security, health system strengthening, digital health and violence prevention, with funding support from the United States Government (USG), the Australian Department of Foreign Affairs and Trade (DFAT), the World Bank and other partners. FHI 360 is currently working in partnership with the National Department of Health (NDoH), along with other technical partners, to support improved health outcomes for the people of Papua New Guinea.

FHI360, is therefore, seeking qualified candidates for the following short-term positions:

FINANCE SHORT TERM CONSULTANT, STRIDES PROJECT

    • Port Moresby, National Capital District

      The STRIDES Finance Consultant will assist the Finance Team and the Project management team to provide support for financial documentation completeness and compliance for payment processing, to provide documentation or support for procurement and logistical requirements for STRIDES team to ensure project implementation plans are booked in advance for cash flow management, travel and workshops advance requests are done in advance, review acquittals for staff and support activities planned by the project as per the costed work plan, update and advice team. The position will report to the Operations Director with dotted line reporting to the STRIDES Project Director in PNG.

      RESPONSIBILITIES:

      • Payment management:
      • Assist with documentation completeness to send to Finance officer to prepare payment vouchers
      • Coordinate voucher approval and entry into FHI 360’s finance system to work closely with Finance Officer
      • Assist procurement team with procurement compliance requirements and documentations reaching out for quotes and compilation of summary to provide to procurement and Logistics Lead to Prepare non-purchase order and short-term consultant payments for review, approval, and processing.
      • Travel and workshop advance/acquittals:
        • Calculate travel advances
        • Follow up with staff on outstanding advance reconciliations and expense reports
        • Review acquittals by staff for submission to Finance and Compliance Lead to clear advance and pay outstanding TA to employees and partners.
        • Advise staff once clearance is completed
      • Commitments tracking:
        • Maintain and update the STRIDES commitments
        • Record and monitor project financial
        • Verify commitment data against supporting documentation and approved
        • Prepare periodic commitments tracker updates for project management and finance
      • Costed Work Plan (CWP) Support:
        • Maintain and update costed work plan tracking spreadsheets and supporting
        • Enter expenditure, commitments, and implementation data into costed work plan

      tracking tools.

      • Compile supporting documentation and information required for costed work plan
      • Assist STRIDES finance staff with routine costed work plan tracking and reporting

      MINIMUM EXPERIENCE:

      3 or more years experience in the international non governmental organization, public and or private sector especially in Operations/Finance/Admin/Procurement/Logistics support functions.

      MINIMUM REQUIREMENTS:

      • Diploma or Bachelor’s degree in Accounting or Business Management with minimum 3 years of work experience in financial and procurement/logistical planning/management.
      • Strong knowledge and experience with office accounting systems and US Government financial and accounting procedures .

      • Current Membership with CPA PNG will be desirable
