About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Fleet Servicing and Safety Officer is responsible for ensuring the operational readiness, safety, and reliability of the NCDC vehicle fleet, including municipal vehicles, buses, and heavy vehicles. The role oversees vehicle servicing, routine maintenance, mechanical repairs, inspections, and compliance with roadworthiness and safety standards. It plays a key role in minimising downtime, preventing accidents, extending asset life, and supporting effective municipal services.
Role Purpose
The role exists to coordinate and manage fleet maintenance and safety compliance, ensuring vehicles are serviced on time, mechanically sound, and compliant with national regulations. By maintaining accurate records, monitoring fleet performance, and responding to breakdowns, the Fleet Servicing and Safety Officer supports operational efficiency, road safety, and the delivery of reliable services across NCDC operations.
Key Responsibilities
- Coordinate and oversee routine and emergency servicing, repairs, and workshop scheduling for all NCDC fleet vehicles.
- Conduct regular vehicle safety inspections and ensure compliance with roadworthiness standards, including updated safety stickers.
- Maintain accurate records of servicing, breakdowns, repairs, and safety compliance; provide timely reports to the Manager – Fleet Services.
- Respond promptly to vehicle breakdowns, coordinate retrieval, and prioritise repairs to return vehicles to service.
- Collaborate with drivers, internal workshop teams, and external service providers to ensure efficient fleet operations.
- Support procurement, budget tracking, and expenditure reporting for vehicle maintenance and safety compliance.
- Monitor high-usage vehicles (e.g., buses, heavy vehicles) for wear-and-tear and coordinate timely intervention to prevent risks.
- Contribute to the development and implementation of fleet maintenance processes and safety practices.
Minimum:
- Technical or Trade Certificate in Automotive Servicing, Fleet Maintenance, Mechanical Engineering, or a related field and a Grade 12 Certificate (mandatory)
- Diploma in Automotive Technology, Mechanical Maintenance, Logistics, or Fleet Operations.
- Additional certification in vehicle inspection, fleet safety, or maintenance scheduling is considered an advantage
- Must hold a Driver’s License (minimum Class 3).
- Strong organisational and time-management skills, with the ability to manage servicing schedules and competing priorities.
- Knowledge of vehicle maintenance, servicing schedules, mechanical repairs, and preventative maintenance practices.
- Understanding of safety inspection standards, roadworthiness requirements, and regulatory compliance.
- Ability to maintain accurate records, prepare reports, and support budget tracking.
- Strong communication and coordination skills when working with drivers, workshops, and external service providers.
- Competency in Microsoft Office Suite (particularly Excel and Outlook) for scheduling, logging, and reporting.
- At least 3 years of experience in vehicle servicing coordination, mechanical workshop operations, or fleet maintenance.
- Experience managing servicing and safety compliance in a government, commercial fleet, or large-scale institutional environment.
