GIS Officer - Cartography

About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Senior GIS Officer – Cartographer is responsible for the design, production, and visual communication of high-quality cartographic outputs to support the operational and strategic needs of the NCDC. This specialist role ensures that all mapping products are clear, accurate, and visually effective, serving both technical and non-technical audiences across the organisation.

Role Purpose

Operating at a senior technical level, the position provides expert cartographic services in support of planning, infrastructure, service delivery, and community-based programs. The role works closely with the broader City Data Branch, translating complex spatial data into visually accessible maps and graphics that support reports, decision-making, stakeholder engagement, and public communication.

Key Responsibilities
  • Cartographic Design and Production: Deliver high-quality, visually consistent, and technically accurate maps and spatial visualisations for internal branches and strategic city planning.
  • Data Preparation and Technical Standards: Ensure the preparation, formatting, and validation of spatial data aligns with established metadata and GIS protocols.
  • Specialist Support and Collaboration: Provide expert guidance on cartographic methods, support GIS team members with layout tasks, and contribute to multi-sector projects.
Education & Qualifications
  • Minimum: Bachelor’s Degree in Geographic Information Systems (GIS), Cartography, Physical Science, Geography, Surveying, or a related discipline from a recognised institution
  • Preferred: Bachelor’s Degree plus postgraduate qualifications, certifications, or a Master’s in GIS, Urban Planning, Spatial Sciences, or Geospatial Engineering
  • Valid Driver’s Licence (Class 3) – advantageous
Skills & Knowledge
  • Principles of cartographic design, map production workflows, and spatial data visualisation.
  • GIS database structures, coordinate systems, and metadata standards relevant to high-quality mapping.
  • Proficient knowledge of ArcGIS, QGIS, and cartographic plug-ins or design tools.
  • Understanding of visual hierarchy, symbology, labelling, and scale in map design.
  • Familiarity with PNG spatial data sources and NCDC service planning or infrastructure mapping needs.
  • Map standards for urban planning, social services, and environmental reporting.
  • GIS file management practices including version control and archival procedures.
  • High-level cartographic design skills and attention to visual detail.
  • Ability to produce clear, informative maps tailored to non-technical users and various Branches.
  • Skilled in formatting and validating spatial data for visual outputs.
  • Effective in providing technical advice and layout guidance to junior GIS staff.
  • Strong time management and workflow planning in a high-volume production environment.
  • Strong written and documentation skills for maintaining records and templates.
  • Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby.
Work Experience
  • At least 5 years of progressively responsible experience in GIS or mapping-related roles.
  • Demonstrated experience producing thematic maps and spatial visualisations for public sector or planning use.
  • Experience supporting or advising GIS teams on map design, layout, and output consistency.
